Procurement of IT equipment

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 631 of May 31, 2004.
2. Bosnia and Herzegovina has received a credit from the International Development Association toward the cost of the Land Registration Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for IT equipment (BA-LRP-ICB-027-G-08-BL-BOS41670)
3. The Land Registry Unit of Ministry of Justice of Republika Srpska now invites sealed bids from eligible and qualified bidders for: 53 PCs of PC, 4 PCs of Server, 80 PCs of Printers, 7 PCs of Scanners, 79 PCs of UPS, 59 PCs of Monitor, various quantities of keyboards, mouse, flash memory, etc. The delivery period is 6-8 weeks
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Ms. Ivana Rogic, Land Registry Unit of Republika Srpska, e-mail : ivana.rogic@landreg.ba , and inspect the Bidding Documents at the address given below from 09:00 to 16:00 local time.

6. Qualifications requirements include:
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

• Minimum amount of annual turnover in any one of the last 3 (three) years shall be no less than: EUR 200,000.00;
• Minimum amount of liquid assets shall be no les than EUR 50,000.00;
• The bidder shall provide the Letter of Intent from his commercial Bank that in the case of the award of the contract, the Bank is ready to provide credit to the Bidder in the above amount.

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

• At least 5 years experience in manufacturing and/or supplying of similar goods;
• During the past 4 (four) years, the Bidder must have completed 2 (two) successful contracts involving delivery, installation, and provision of technical support for Goods/ Equipments of similar functional/ technical characteristics and of a comparable scale.
• Technical Capacity: Successful bidder should have, at the time of contract signature, the necessary support capabilities within the purchaser’s country and/or on-the site to support all the goods offered under the contract:
A margin of preference for eligible national contractors shall not be applied.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of EUR 100.00 or an equivalent amount in freely convertible currency. The Bidding Documents will be sent by courier / mail/airmail, e-mail or taken by Bidders’ representatives at the address below.
8. Bids must be delivered to the address below at or before 12:00 hours, noon, local time; August 25, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 12:15 hours, local time; August 25, 2008. All bids must be accompanied by a Bid Security in amount of EUR 5,000.00 or an equivalent amount in a freely convertible currency.
