Invitation for Bids (IFB) No. CAKH158

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 690 of 16 November 2006 and was posted online 25 October 2006.

2. The Royal Government of Cambodia has received a Multi Donor Trust Fund Grant TF 05457-KH and a Grant H241-KH from International Development Association toward the cost of Public Financial Management and Accountability Project (PFMAP) and it intends to apply part of the proceeds of these grants to payments under the Contract No. CAKH158 for the supply of Desktop Computers & Ancillary items.

3. The Royal Government of Cambodia, represented by the Ministry of Economy and Finance, has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Crown Agents, acting on behalf of the Public Financial Management Reform Program (PFMRP) and Public Financial Management and Accountability Project (PFMAP) now invites sealed bids from eligible bidders for the supply of Lot 1 Desktop Computers and Ancillary items.

Bidders must bid for the whole Lot, i.e. all items and quantities specified. Bid evaluation and contract award will be for the whole lot.

5. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the “World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits” in accordance with the Grant Agreements, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

7. Qualification requirements include:
(a) Financial Capacity
The Bidder shall furnish documentary evidence on its financial status with respect to its financial capability:
Provide details of credit facilities or statement of account to demonstrate the availability of at least USD 150,000 for this particular contract.

(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following (experience) and requirement(s):
• Has successfully completed at least 2 (two) contracts of a value greater than US$ 75,000 over the last 5 (five) years, with each such contract including supply of desk top computers, UPS and licensed software, based upon certified copies of supporting contracts.
• In accordance with clause 19(b) of the ITB, the bidder will commit itself /has the technical capability, expertise and facilities to handle warranty claims and to carry out maintenance, repairs, and spare parts stocking, either through bidders’ own establishment(s) or its duly appointed representative Agent in Cambodia. The bidder must provide documentation with the bid to show that its own establishment in Cambodia or its duly appointed agent have at least five (5) number of IT technicians, and available stock of spare parts as listed in the bidding documents.
• In case of an appointed Agent, a duly signed and stamped copy of such an agency contract has to be submitted to the Purchaser.
• The manufacturer of each of the offered goods must have at least 5 years experience in the manufacture of similar goods.

8. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below in paragraph 10 (1) and upon payment of a non refundable fee of United States Dollars 70.00. In case bidders are from within Cambodia, the bidding documents can be secured from the address below, while for those outside the country the bidding documents can be sent by courier mail if so requested, upon confirmation of payment including courier fee. The method of payment will be either in cash, cashier’s cheque, by bank telegraphic transfer or direct deposit to the following account:

9. Bids must be delivered to the address mentioned below in paragraph 10 (1) at or before 14:30 hours (local time), on 26 August 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened immediately in the presence of the bidders’ representatives who choose to attend in person at the address given below in paragraph 10 (2), at 14:30 hours on 26 August 2008. All bids must be accompanied by a Bid Security of US Dollars 7,000.00 (Seven thousand United States Dollars) or an equivalent amount in a freely convertible currency.
