PROJECT TITLE

2009 International Forum on the Creative Economy


WORK TO BE DONE:

Provide research, program development and logistics management services for an International Forum on the Creative Economy.


SELECTION CRITERIA:
Proposals received for this requirement will be evaluated against specific criteria, with an established pass mark of 70%. The compliant bidder with the highest rating, combining technical merit (80%) and price (20%) shall be selected as the successful bidder.


MANDATORY REQUIREMENTS:

1.    Logistic / Program Agenda: Bidders must attach copies of program agendas for two (2) events/forums that they have been responsible for within the last five (5) years and explain their role and responsibilities.
2.    Research: Bidders must attach a copy of one (1) research project/study they have produced within the last five (5) years, in the area of cultural economics, the creative economy, or topics related to national economics (i.e. productivity, etc).
3.    Official Languages: The bidder’s Research and Project Management team must include at least one individual with proficiency in both official languages in order to effectively communicate verbally and in writing in the preferred official language of the participants. The proposal must clearly indicate the bilingual capacity of each team member.

INTELLECTUAL PROPERTY:

Canadian Heritage has determined that any intellectual property arising from the performance of the work under the contract will vest with the owners of the individual works (papers).

Given that any results of the work produced in relation to the contract are intended for dissemination to the public and in consideration of Canada's contribution to the cost of development of the Foreground Information, the Contractor will obtain a license from the individual owners of the intellectual property in order to grant to Canada a non exclusive, perpetual, irrevocable, world-wide fully paid and royalty free license to exercise all intellectual property rights in the Foreground Information that vest with the individual owners, for any public purpose except commercial exploitation in competition with the individual owners. Canada's license to the intellectual property rights in the Foreground Information also includes the right to disclose the Foreground Information to other governments for information purposes only. The intellectual property rights arising from any modification, improvement, development or translation of the Foreground Information that is effected by or for Canada in the exercise of this license shall vest in Canada, or in such person as Canada shall decide. BUDGET AND PERIOD OF WORK:

The estimated cost range for this project is $425,000.00 to $475,000.00 (plus GST or HST).

The Contract will commence when signed and will extend no later than sixteen (16) weeks after the forum.
