CURRENT REQUIREMENT:

The Correctional Service of Canada requires a facilitator to deliver the National Substance Abuse Maintenance Program to offenders in the Southern Alberta Parole District.

DELIVERABLES:

1.    The Contractor shall, in consultation with the Project Authority, deliver the National Substance Abuse Maintenance Program as per the standards outlined in the "Standards for National Substance Abuse Programs" (Offender Programs and Reintegration Correctional Services Canada, March 1999).

2.    The Contractor will conduct pre-screen interviews with offenders, as outlined in the Program Standards, and will provide the Project Authority with the relevant information required for OMS at least three (3) working days prior to the program commencement date.

3.     The Contractor will agree to be available for consultation with Parole Officers, participant's etc. as required. In the event of an emergency, the Contractor will agree to provide an alternate resource person.

4.    The National Substance Abuse Maintenance Program will be delivered as per program standards. Daily program evaluations will be completed and will be reviewed as requested by the Program Coordinator.

5.    As required, program sessions will be taped, and upon program completion, the tapes will be forwarded to the Project Authority. The Project Authority will provide the equipment required for videotaping each session. The Contractor will provide the videotapes.

6.    An exit interview will be conducted with each program participant following completion of the program. The required post assessments will be completed at the interview, and the participant will be apprised of the content of the Program Performance Evaluation.

7.    Interim and Final Program Performance Evaluations will be completed as per the Program Standards. The reports will be given to the Program Clerk, on disc, within eight working days of Program completion.

8.    The Contractor will meet with the offender and Supervising Parole officer to discuss the Final Assessment, at which time the report will be signed by all parties.

MANDATORY REQUIREMENTS:

To fulfill the requirements of the contract, the contractor must have the following qualifications and experience:

1.    Applicant and its proposed personnel must be cleared to the enhanced reliability level.
2.    Applicant must be trained in the National substance Abuse Maintenance Program and be available to deliver the program immediately.
3.    Applicant must be familiar with Correctional Service of Canada’s case management procedures.

CONTRACT PERIOD:

The work is expected to begin on August 1, 2008 up to and including July 31, 2011.

ESTIMATED COST:

It is intended to award one service contract for the amount of $38,587.50 including GST.




LIMITED TENDERING REASONS:

The contract is proposed under the Government Contracting Regulations,
Section 6 (d) that states "only one person or firm is capable of performing the contract".

There is a limited number of service providers in Calgary who are willing to provide these specialized services.
This supplier is trained in the National Substance Abuse Maintenance program and is able to deliver the program immediately. Other suppliers were provided the opportunity to compete at the time the present contract was awarded and no other suppliers made application to be considered.

This requirement is not subject to the trade agreements.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the Contracting Authority identified on or before Monday, July 21, 2008 at 10:00am (CST).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

Statements of capabilities must be mailed or faxed on or before the closing date. Statements of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation.

Suppliers that have submitted a statement of capabilities will be notified in writing of CSC's decision to continue with the non-competitive procurement or to compete the requirement.

The CSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.

WHAT IS AN ADVANCE CONTRACT AWARD NOTICE (ACAN)?

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
