ONTARIO PARKS RESERVATION AND REGISTRATION SERVICE (PRRS)

General

The Ontario Ministry of Natural Resources (MNR) plans to post on MERX, a Request for Proposals (RFP), in August, 2008, for the provision of all services related to Ontario Parks Reservation and Registration Service (PRRS).

The RFP will include detailed documentation which includes: business architecture; functional and non-functional requirements; use cases; security requirements; as well as service quality standards, and the pro forma legal agreement. In addition the RFP will contain the evaluation criteria and process for applying those evaluation criteria. A proponent information briefing may also be held soon after the release of the RFP.

High Level Scope of Services

When released, the RFP will cover the business of the Ontario Parks Reservation and Registration Service within MNR. The goal is to secure the services of a Supplier that can provide a “turnkey” service solution. This turnkey service will include the following deliverables:

1. Park Reservation/Registration and Accounting Application
The Supplier will need to provide an information technology solution to handle reservations, registrations and payment processing for all facilities at all parks that accept reservations (i.e. excluding day-use parks), track all revenue collected at the parks, and provide various reports or data extracts on usage, revenue collected, number of visitors, etc.

2. Internet Reservation Service
The Supplier will provide a website that can be accessed by the public to check availability of campsites, reserve a site, change or cancel a reservation, and obtain campsite information. The website is to have the look and feel of the Ontario Parks website (www.ontarioparks.com) and provide real-time updates regarding reservation status.

3. Call Center Operation
Manage the PRRS Call Centre based on service and operational levels that meet Ontario Parks service standards. The Supplier will operate a Call Centre in Canada, that is fully staffed and are knowledgeable about the parks, their location, facilities and services as well as rules and regulations, fees, and Ontario geography. The public would access the Centre through a toll free number already in existence and being used for reservations at Ontario provincial parks.

4. Provide a Point of Sale Application
The Supplier will provide an integrated point of sale system that permits park staff to record the sale of items, such as camping and day use permits, firewood, merchandise, and snack products at the park or in conjunction with customer reservations. The system would maintain a list of designated point of sale items and provide required reporting.

5. Payment Processing System and Service
The Supplier will provide the ability to process Credit Card payment over the internet or by the Call Centre or at a Park – secured in accordance with the applicable requirements of the Ontario Government designated financial institution (currently Desjardins).

6. Provide Client Support and Help Desk
The Supplier will provide a help desk and technical support staff for MNR main office and park staff. Help Desk personnel will answer all software and usability questions, as well as provide troubleshooting and onsite technical support to solve system problems for MNR staff. The Supplier will be required to provide a toll free client support number for MNR staff to call.

7. Conduct Training
The Supplier will provide the initial training on the PRR application and service for park staff at designated locations. Update training on enhancements and changes to the PRRS will be handled through a ‘train-the-trainer’ approach. The Supplier will be required to train selected provincial park staff, which in turn will provide training to the other staff.

8. Supply All Computer Hardware, Software and Telecommunications Infrastructure
The Supplier will provide the complete infrastructure to support the delivery of the PRRS proposed at the hosting centre, call centre and parks (and elsewhere if it is deemed necessary). The Application and Database must be hosted and operated in Canada

9. Maintenance & Service of Equipment
The Supplier will maintain 100% of the infrastructure (hardware, software, telecommunications and networks) to support the delivery of the PRRS proposed at the parks and the host centres (and elsewhere if it is deemed necessary).

10. Security Documentation and Audit Processes
The Supplier will be required to supply prescribed security documentation and access to the Call Centre and Host computing site, and systems for periodic security audits purposes to support the delivery of the PRRS proposed at the parks (and elsewhere if it is deemed necessary).

11. Provide Data/Information Management Tools/Utilities
The Supplier will provide various application interfaces for Ontario Parks staff to manage the data and information online, such as: financial reconciliation, staff time, user accounts, campsite attributes and availability, customer and park statistics, raw data transfer to Ontario Parks main office, and various reports and data searches, etc.

12. Data Migration
The Supplier will be required to migrate the Customer and Park data from the current service (database) into the new database.

The contents of any final RFP may vary from the high-level description of the PRRS and deliverables provided in this notice.

Following is a 2007 statistical summary of the Ontario parks currently part of the Parks Reservation and Registration Service (PRRS).

· 77 participating parks

· 18,513 car accessible campsites (of which, 7,091 are electrical campsites) and 4,569 backcountry sites.

· 300+/- workstations, 146+/- permit printers, 119+/- ink jet letter printers, and 133+/- receipt printers.

· Over 300,000+ reservations processed per year, plus 69,000+ changes/cancellations

· >300,000 incoming calls to the call centre per year
