QUOTATIONS ARE REQUESTED FOR: for the processing services for mattresses and box springs to recover component parts for recycling of for the City of Toronto’s Solid Waste Management Services Division for a period of one (1) year, with the option to renew the Contract for one (1) additional one (1) year periods, all in accordance with the City of Toronto's Purchasing Policies, the attached Schedule “A” - Price Form, and the City of Toronto Fair Wage Policy and Labour Trades Contractual Obligations in the Construction Industry.

Scope of work:
The City of Toronto has set an aggressive goal to achieve 70% waste diversion from landfill by 2010. The City’s plan to achieve 70% diversion includes source separated collection and diversion of the Durable Goods Material Stream (DGMS), in addition to the existing recycling, Green Bin organics, leaf and yard material, white goods and residual waste material streams.

The new DGMS will include all items previously described as ‘Bulky Items’, and items too large to fit into the new residual waste collection bins. In the future the DGMS may also include other specific items with known reuse or recycling opportunities. The DGMS will not include items currently described as ‘White Goods’, which typically include large metal appliances. The existing system of White Goods collection will continue.

The new DGMS will be collected from households in all single- and multi-family dwellings in the City, and a portion thereof will be delivered to the new pilot reuse centre located at 242 Cherry Street in Toronto. The collection of these materials will be by ‘soft handling’; the material stream will not be compacted during collection.

The purpose of the pilot reuse centre is to separate specific items and materials which can be diverted from disposal to reuse or recycling opportunities. The pilot reuse centre is expected to be operational by July 2008, and will eventually be replaced by permanent reuse centres located throughout the City.

This RFQ is seeking processing services for mattresses and box springs separated from the DGMS at the pilot reuse centre. The City will expect that organizations interested in processing mattresses and box springs to divert the majority portion of the recovered component materials from landfill; processing services are intended to recover component materials for recycling. The City will not consider processing services that do not include recovery of recyclable materials or that involve thermal processing for energy recovery, e.g. incineration, gasification or pyrolysis.

SWMS will separate mattresses, box springs, futons and foam mattresses from the Durable Goods material stream at the pilot reuse centre and will deliver the materials to the Contractor’s facility located within 160 kilometres one-way, straight line distance from the intersection of Highways 400 and 401.

The mattress and box spring materials fraction of the Durable Goods stream will include all sizes of:
• mattresses - foam, fibres (e.g. futon) and coil spring mattresses; and,
• box springs.

At this point, quantities of mattresses and box springs collected in the Durable Goods materials stream are unknown. It is anticipated that up to 500 metric tonnes per year will be available; however, the City makes no representation as to the amount that will be available and does not guarantee the provision of any quantity.
