Scope of work:
SCOPE OF WORK

Quotations are invited for the supply of all labour, materials, equipment and supervision necessary for Cleaning of Heating Ventilation and Air Conditioning System Ducts at various Facilities and Real Estate locations throughout the City of Toronto, as and when required, for the period September 1, 2008 to August 31, 2009 with the option to renew for four (4) additional separate one (1) year periods, subject to City of Toronto budget availability/approval

QUALIFICATIONS

The Contractor and/or the sub-Contractor undertaking any part of the work shall be experienced in carrying out the specific type of work and the personnel performing the work.

It is important to the City that this work be undertaken by a bidder who can demonstrate specific experience and expertise in performing the type of work to the satisfaction of the City. Quotations from bidders who do not have demonstrated experience and expertise in this work may be subject to rejection by the City.

The following bidder’s qualifications are required and should be submitted for consideration in this RFQ.

References for a minimum of three (3) similar projects equal in scope and magnitude completed within the last three (3) years.

References of the sub-contractor (if applicable) for a minimum of three (3) similar projects completed within the last three (3) years.

SCOPE OF WORK REQUIREMENTS

The successful bidder must supply all, labour, material, equipment necessary to clean heating ventilation and air conditioning system ducts to Environmental Protection Agency and the National Air Duct Cleaners Association Standards.

Shall employ such methods as vacuuming, compressed air blowing and direct contact brushing to ensure removal of all dust and debris from systems. Negative pressure (suction) shall be maintained at all times during the cleaning process.

Shall do a site evaluation and prepare a schedule of cleaning and coordinate it with the City of Toronto representative or Supervisor on site, and as upon request by the Mechanical/Electrical Supervisor.

Shall use equipment that is 99.97% efficient and equipped with HEPA Filters to ensure that all dust and debris is collected and that it does not escape into the atmosphere and take all reasonable measures to control odours and/or vapours during the cleaning process.

Shall clean all Air Conditioning units, fan blades, coils, plenums, etc., including the inlet of fans, the blades, all dampers or baffles, the housing and the discharge. All compartments of the air conditioning units shall be cleaned, including air intake, filter racks, discharges. Any loose blower or fan belts shall be reported to the City representative. Heating and Cooling coils shall be either pressure washed with a non-toxic non-corrosive approved detergent applied with a low volume high pressure-wash unit or washed down with the above solution and then air washed with compressed air. (Liquid will be used in outside units if weather permits). In addition to the above, coils will be brushed, scraped and vacuumed as necessary. Sludge and mud shall be removed from water spray compartment tanks and pans therein, and cleaned as noted above. Care shall be taken to prevent damage to ceiling etc., when cleaning duct-mounted coils. After cleaning, coils shall be dried using high pressure air.

Shall utilize all existing opening where possible, where new access opening have to be made they shall be made they shall not compromise the structural integrity of the system and be adequately sealed to match existing structural requirement and meet all codes and acts.

Shall be capable if requested to provide a video of duct work before and after cleaning.

EMERGENCY SERVICE

The successful bidder must provide a four (4) hour response time during any emergency requests for service.

The contractor shall maintain a full time business office during the normal business hours. An answering machine is not acceptable. The contractor must provide for twenty-four (24) hour service in the case of an emergency and for all other service requests.

Emergency calls and work should be performed following the same rates as agreed upon in the labour requirements section of this scope of work

Emergency calls for billable work should be invoiced separately from other yearly or monthly fees, and should be on applicable time and materials rates.

LABOUR REQUIREMENTS

Additional Maintenance Labour rates, if required shall be quoted on an hourly basis for the following:

Trained and certified Technician, including tools and service vehicle during regular hours.

Trained and certified Technician, including tools and service vehicle after- hours and/or on statutory holidays.

All prices quoted include all necessary Supervision to conform to the Occupational Health and Safety Act.

All workers shall be certified, qualified and experienced in the particular class of work they are performing.

All workers and supervisors are required to submit to, and pass, a police clearance check prior to working in any Police facilities.

The contractor shall have in its employ all necessary trades’ people and staff to carry out required Preventative Maintenance, Emergency repairs & mechanical work for Duct Cleaning, rebuilding and installation of cooling towers and associated components.

All prices quoted should include all charges, such as, but not limited to, supervision, travel time, equipment charges and truck charges.

SERVICE AND EQUIPMENT REQUIREMENTS

Contractor shall maintain an inventory available 24 hours per day of small parts and critical components to be able to complete emergency service (if required).

All equipment shall bear labels or carry certificates of safety and fitness as required by applicable regulations.

Storage, loss, and/or damage to the contractor’s equipment are the responsibility of the contractor and as such the City bears and accepts no responsibility for the contractor’s equipment.

The contractor is responsible to remove all refuse, discarded material and broken parts from the site by the end of each business day.

SPECIAL CONSIDERATIONS

The City has an Asbestos Management Program. The Supervisors and workers must have completed an asbestos training course. The contractor shall submit proof of a minimum one (1) day asbestos training course for supervisors and workers.

The contractor shall comply with Ontario Regulation 838/90 and amendments prior to proceeding with contemplated Work within the City Facilities.

COMPLIANCE

All labour, material, products, equipment, and furnishings, shall, where applicable be CSA approved and conform to the Ontario Electrical Safety Code, latest edition.

All parts used in the execution of this RFQ shall be equal to or exceed the Original Equipment Manufacturer’s (OEM) parts.

The City reserves the right to supply certain materials and in such cases the contractor shall be required to supply labour only.

The contractor must be in good standing with the Ontario Workplace Safety and Insurance Board for the entire duration of this RFQ.

All work shall be subject to inspection and approval by a City representative.

All work shall be carried out in accordance with applicable regulations, and in compliance with the Ontario Occupational Health and Safety Act.

PERFORMANCE

The successful bidder shall be responsible for obtaining all permits, as and when required.

The successful bidder shall coordinate the work and cooperate fully with City staff, and with other trades, so as not to delay the progress of the work.

If damages occur by reason of the successful bidder's operations, even though special precautions may have been employed, the successful bidder shall be entirely responsible for such damage whether such operations and work resulting there from have received the prior approval of the City’s representative or not, and all such damage shall be satisfactorily rectified at the successful bidder's expense.

The successful bidder shall at all times keep the work site free from accumulations of waste material or rubbish caused by his employees or work, and at the completion of the work, he/she shall remove all his/her rubbish and all tools, equipment and surplus materials from and about the work and shall leave the work “broom clean” or its equivalent, unless more exactly specified. In case of dispute, the City may remove the rubbish and charge the cost to the successful bidder, as the City shall determine.

HEALTH & SAFETY

It is the expectation of the City that the successful bidder will implement all Work in a safe manner consistent with the intent of the (Ontario) Occupational Health and Safety Act (OHSA) and Regulations, all Environmental Protection Acts, and any other pertinent legislation for construction projects.

During all phases of this RFQ with the City the successful bidder will be designated as the Constructor for the work for purposes of the OHSA and will assume all of the responsibilities of the Constructor set out in the OHSA and the Regulation for Construction Projects and shall enforce strict compliance therewith.

The successful Bidder will provide a list of all sub-contractors, if requested, to the City prior to individual Works being awarded, and where applicable, a copy of each sub-contractor’s Employer Engaged in Construction Registration form and WSIB Clearance number.

The successful Bidder will be asked to submit a valid WSIB Clearance Certificate and may be requested to also submit a Corporate Policy on Occupational Health and Safety and any Corporate Work Standards and Procedures relative to the work to be performed.

The successful Bidder shall implement all Work under this agreement in a safe manner consistent with the intent of this OHSA, the Environment Protection Act, and any other pertinent legislation.

The successful Bidder shall ensure the appropriate handling of all waste materials as required by The OHSA on Designated Substances and The Ministry of Environment Regulations on handling hazardous wastes. These same Act and Regulations shall be complied with where designated substances are used on a project site.

If, applicable, the successful Bidder shall provide to the City Representative copies of all inspection reports including all accident/incident reports and associated documentation and any Ministry of Labour Order or Notice.




If, applicable, where required by the OHSA Regulations for Construction Projects, the successful Bidder shall register a Notice of Project with the Director of Construction Health and Safety Branch within (30) thirty days of undertaking the project and prior to starting working on the site. The successful Bidder shall pay all registration fees. A copy of the Notice of Project must be posted on a visible location on the site, and submitted to the City’s Representative before starting work on site.

The successful Bidder shall note any preventative or corrective measures taken to uphold site safety, on Inspection Reports and supply them for review by City Representative if required.

The successful Bidder may be required to provide a written emergency plan for addressing a critical injury, accident or incident as defined by the OHSA to the City for review. If required as part of this project, the plan shall be posted on site prior to any work commencement. The emergency plan must be kept up to date and must be discussed with all trades and sub-contractors working on the site.

WARRANTY

Unless otherwise stated, the equipment and workmanship warranty period shall be one (1) year (minimum) and shall commence from the day of acceptance by the City.

SITE SURVEY

Interested bidders are invited to survey the site locations to view the equipment, determine the state of equipment, ascertain the nature and extent of the work, as well as all conditions that might affect his/her price prior to submitting his/her bid response. Site tours may be arranged by calling the Supervisor shown below. Firms submitting bids without conducting site survey do so at their own risk. No allowances will be made for firms submitting bids who did not survey the sites.
