SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
The Great Plant Hunt Treasure Chest and Contents Supply and UK Delivery.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The aim of the
tender is the procurement of high quality book and toy/novelty products to
support a major UK education programme – ‘The Great Plant Hunt’. The Great
Plant Hunt is a primary school plant science learning initiative,
developed by the Royal Botanic Gardens, Kew, and funded by the Wellcome
Trust. Kit box resources developed by the Royal Botanic Gardens, Kew, will
be provided to every primary school in the UK in March 2009. The boxes,
containing teaching materials for every year group in Key Stages 1 and 2,
will enable children aged 5-11 to experience the variation and adaptation
characteristics of plants. The books and other teaching materials
available via the Great Plant Hunt project encourage primary school
children to "follow in the footsteps" of Charles Darwin by going on nature
walks in and around their school grounds. The aim is that children will
find out more about plants, think about the roles plants play in our
lives, and in the process learn key scientific skills.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Tooling, where necessary, and
manufacture of approximately 22,000 units of a school kit box with
contents, and logistics and shipment to the UK, including duty, all
clearances and delivery to the UK distribution point. The box and contents
are described in full in the PQQ.
Estimated value excluding VAT:
Range: between 475 000 and 550 000 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
6.10.2008. Completion: 9.3.2009.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: RBG Kew reserves the right to
require any deposits, guarantees, bonds and insurance cover it deems
appropriate.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be made
according to the contractual terms and conditions.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: If the contract is awarded to any
grouping of economic operators, it will be necessary for each member of
the grouping to undertake to be jointly and severally liable for the
satisfactory performance of the contract and all obligations owed to RBG
Kew under the contract.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
The scheduling for box delivery to UK schools is not negotiable - it is
imperative that the contractor ensures that the boxes are delivered by 9th
March 2009, including customs and clearance, ready for the UK distributor
point to deliver to schools on or before 16th March 2009. The full tender
will include penalties for late delivery. Any other specific conditions
will be set out in the PQQ and other contractual documentation.

VI.3) ADDITIONAL INFORMATION: Potential providers are invited to register
their interest by the deadline specified at IV.3.4 above. All potential
providers expressing an interest will be required to complete a
pre-qualification questionnaire ("PQQ") on the basis of which a shortlist
will be drawn up and potential providers on that shortlist will be invited
to tender. The PQQ will be assessed firstly to confirm whether the
potential provider meets RBG Kew's minimum requirements as regards
economic and financial standing, and technical and professional ability.
Potential providers will also be asked to confirm that none of the matters
referred to in regulation 23 of the Public Contracts Regulations 2006
("Regulations") (which may allow or require exclusion of the potential
provider) apply to them or, if they do, to provide details. Potential
providers meeting the minimum standards will be scored against criteria
set by RBG Kew which assess the strength of the potential providers'
financial position, their professional and technical standing and the
extent of potential providers' experience – including but not limited to
experience in relation to manufacture and publishing work, environmental
sustainability and/or where working with educational organisations have
been important.

lodging appeals: RBG Kew will incorporate a ten calendar day standstill
period at the point at which notice of the award is communicated to

a debrief should be requested from the person noted at I.1 of this Notice.
If an appeal regarding the award of a contract has not been successfully
resolved, the Regulations provide for aggrieved parties to take action in
the High Court. Such action must be brought promptly (generally within
three months).
