II.1) Description

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The IPTS is an
institute of the European Commission's Joint Research Centre and is
located at Edificio EXPO, C/ Inca Garcilaso s/n, Sevilla. Its staff are
mainly from European Union countries, but also from other countries. There
are approximately 200 staff members at the IPTS, who require a social
welfare service and a legal and social information service to help them
adapt to local daily life in Seville and deal with administrative issues
relating thereto. The service will cover 2 fields:
(A) social welfare — on site: the 'on-site social welfare' service will be
provided by an assistant (m/f) on IPTS premises 4 hours per day.
(B) Social and legal information service: the service provider(s) must be
available for a maximum of 4 hours on the second working day of each month
and 4 hours on the second working day following the 15th of each month, in
the mornings, on IPTS premises. The IPTS will provide an office with
telephone and computer. During this time, the service provider will deal
with queries from staff. A maximum of 10 additional hours per month may be
authorised for management of urgent individual queries.

III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: As specified in tender

III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: Participation in the tendering
procedure is open to service provider companies and consortia. A
'consortium' is taken to mean a grouping of service providers, and does
not mean that such a legal form must be adopted in order to submit a
tender. Should a consortium be awarded the contract, they may have to form
an EEIG (European Economic Interest Grouping), in accordance with Council
Regulation (EEC) No 2137/85, or other type of legal entity in order to
sign the contract with the Commission. Consortia of service providers must
nominate a coordinator to submit the tender and act as contact person
vis-à-vis the contracting authority.

III.2) Conditions for participation
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating whether requirements have been met:
in order to be eligible for participation, tenderers must not be in any of
the exclusion situations listed in Articles 93 and 94 of Council
Regulation (EC, Euratom) No 1605/2002 of 25.6.2002 (OJ L 248 of
16.9.2002), as amended by Council Regulation (EC, Euratom) No 1995/2006 of
13.12.2006 (OJ L 390 of 30.12.2006) and Council Regulation (EC, Euratom)
No 1525/2007 of 17.12.2007 (OJ L 343 of 27.12.2007). Candidates must also
provide the documents stipulated in Article 134(1) of Commission
Regulation (EC, Euratom) No 2342/2002 of 23.12.2002 (OJ L 357 of
31.12.2002), as amended by Commission Regulation (EC, Euratom) No
1261/2005 of 20.7.2005 (OJ L 201 of 2.8.2005), Commission Regulation (EC,
Euratom) No 1248/2006 of 7.8.2006 (OJ L 227 of 19.8.2006) and Commission
Regulation (EC, Euratom) No 478/2007 of 23.4.2007 (OJ L 111 of 28.4.2007)
(see tender documents). In the case of contract award, the contractor will
have to provide the supporting documents requested in Article 134(3) of
the aforementioned Regulation.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating whether requirements have been met:
(a) statement as to overall turnover, profit and loss accounts and balance
sheets (or a copy of the budget in the case of non-profit-making
organisations), for the past 3 years, showing the proportion of the
overall turnover (or budget or invoices) corresponding to provision of
services similar to those in this contract.
(b) Names of any subcontractors, where applicable, to which service
providers intend subcontracting some of the tasks. Tenderers should
specify which tasks will be subcontracted so that their autonomy can be
assessed. Should service providers not require the services of any
subcontractors, they must submit a statement to this effect.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating whether requirements have been met: list of available human
resources who will carry out the tasks in the contract, including their
academic and professional qualifications and CVs.
Minimum level(s) of standards that may be required: the person responsible
for providing the services must have at least 3 years' experience in the
relevant field: (a) for the on-site social welfare service field, at least
1 of the following qualifications is required:
— diploma in social work (university degree),
— diploma in business studies (university degree),
— diploma in industrial relations (university degree),
— diploma in administration and finance (professional qualification),
or similar, and advanced knowledge of English (level C1 of the Common
European Framework of Reference);
(b) for the social and legal information field, the following are
required:
— for the legal consultancy field: law degree and good knowledge of
English (level B1 of the Common European Framework of Reference),
— for the social consultancy field: the same qualifications as in (a) and
good knowledge of English (level B1 of the Common European Framework of
Reference).
