II.1) Description
II.1.1) Title attributed to the contract by the contracting authority:
Organisation of anti-smoking communication initiatives in all Member
States of the European Union, targeting youths and young adults in
particular.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): To organise an
annual campaign covering all the Member States of the European Union. This
will be built around 3 different themes, using 4 integrated media
approaches. The priority target groups will be youths (aged 15–24) and
young adults (aged 24–35).
The themes to be dealt with are as follows:
theme 1: prevention of smoking.
Theme 2: giving up smoking.
Theme 3: the dangers of passive smoking.
Each campaign must include the 4 initiatives described hereafter:
initiative 1: design, production and broadcasting of TV clips.
This initiative involves:
— overall design, including pre-tests, and production of information clips
for television,
— adapting these clips to the cultural aspects and languages of each
European Union Member State, calling on the expertise of national or
regional government organisations, NGOs and youth organisations where
applicable,
— broadcasting of the clips on television in all European Union Member
States,
— supplying and analysing media data, both pre- and post-broadcast, from
which this initiative can be assessed and adapted on a continuous basis,
— supplying precise references on the independent organisations
responsible for collecting post-broadcast data, and the performance
indicators used,
— carrying out post-tests.
Initiative 2: design, production and dissemination of media activities
using the Internet and other means of communication.
This initiative involves:
— overall design, including pre-tests, and production of media tools for
dissemination via the Internet and, where applicable, via other means of
communication such as mobile telephony,
— adapting these media activities to the cultural aspects and languages of
each European Union Member State, calling on the expertise of national or
regional government organisations, NGOs and youth organisations where
applicable,
— disseminating these media activities on the Internet, ensuring effective
coverage of all European Union Member States,
— where applicable, using other means of communication such as mobile
telephony,
— supplying and analysing media data, both pre- and post-broadcast, from
which this initiative can be assessed and adapted on a continuous basis,
— supplying precise references on the independent organisations
responsible for collecting post-broadcast data, and the performance
indicators used, and carrying out post-tests where applicable.
Initiative 3: organisation of public relations and press events and
partnerships.
This initiative involves:
— organising public relations events in all European Union Member States,
calling on the expertise of national or regional government organisations,
NGOs and youth organisations where applicable,
— organising at least 1 major European event each year,
— organising press conferences in all European Union Member States and
disseminating press articles dealing with the campaign's activities and
with current affairs regarding prevention of smoking in Europe,
— setting up various partnerships, including partnerships facilitating
dissemination of information on the campaign in the specialist press and
on local or national radio,
— drawing up specific procurement guidelines relating to purchase of
publicity materials such as brochures, posters, questionnaires,
promotional items to be given away, etc.,
— justifying the choice of purchases based on detailed estimates,
purchasing and distributing the materials for the various events
organised,
— proposing and supplying data from which each of these initiatives can be
assessed.
Initiative 4: setting up an Internet site.
This initiative involves:
— designing, creating and maintaining an informative Internet site,
— putting forward proposals for the architecture and various levels of the
site,
— putting specific tools on line,
— adapting the Internet site to the cultural aspects and languages of each
European Union Member State, calling on the expertise of national or
regional government organisations, NGOs and youth organisations where
applicable,
— proposing, supplying and analysing data from which the site can be
assessed on a continuous basis and developed,
— supplying precise references on the tools used to collect data and proof
of their independence.
A maximum of 5 % of the campaign's overall annual budget will be allocated
to this initiative. Information on the initiatives carried out in previous
