Contract specifications
6. Nature of the contract: Technical assistance to run the management
unit for the project to support the development of health care human
resources in Portuguese-speaking African countries — PALOP.
The project's specific aim is to improve national and regional capacities
for development of health care human resources and the planned results are
as follows:
1 — to strengthen the national capacity for development and implementation
of policies regarding health care human resources;
2 — to develop and improve information systems on health care human
resources, including mechanisms to connect them to health care human
resources observatories in Portuguese-speaking African countries and in
the African region;
3 — to build up the capacities of training and educational institutions,
both in terms of quantity and quality, with emphasis on training of
trainers for middle-level managers and professionals (nurses, midwives,
health care technicians, etc.);
4 — to improve access to information and knowledge on health, in
Portuguese.
7. Contract description: The technical assistance staff to be hired will
report to the Regional Authorising Officer and the project's Coordination
Committee, and will be the focus of support for coordination, in
particular preparing and presenting accounts for the various programme
estimates. These activities will be implemented as a private decentralised
indirect operation.
8. Number and titles of the lots: 1 lot.
9. Maximum budget: EUR 2 100 000.
10. Any additional services: No.
Conditions for participation
11. Eligibility: Participation in this invitation to tender is open, on
equal terms, to all natural persons and legal entities from the European
Union Member States and the ACP countries.
12. Application: Natural persons or legal entities who are eligible (see
point 11) or groupings of said parties (consortia) may apply.
A consortium can be a permanent grouping with a legal status or an
informal grouping created for a particular tender. All the members of a
consortium (i.e. lead company and all other partners) are to be jointly
and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity take part (see point
11), the party concerned will be automatically disqualified. Furthermore,
should said party belong to a consortium then the whole consortium will be
disqualified.
13. Number of applications: Eligible natural persons or legal entities
can only submit 1 application for this invitation to tender, regardless of
the form their participation may take (as an individual candidate, lead
company or partner in a candidate consortium). Eligible legal entities
considered in law to be part of the same grouping may also only submit or
participate in 1 application. Should a natural person or legal entity,
including legal entities considered in law to be part of the same
grouping, submit or be involved in more than 1 application, all the
applications involving said party will be disqualified.
14. Prohibition on alliances between shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be excluded from this restricted procedure.
Shortlisted candidates may not form alliances or subcontract to each other
for the contract in question.
15. Grounds for exclusion: Candidates must state, on the application
form, that they are not in any of the situations referred to in section
2.3.3 of the Practical Guide to contract procedures financed from the
General Budget of the European Communities in the context of EC external
actions. This is available from the following web address:

16. Subcontracting: Subcontracting is not permitted.
17. Number of shortlisted candidates: Depending on the applications
received, between 4 and 8 candidates will be invited to submit detailed
tenders for this contract.
Provisional timetable
18. Scheduled date for the dispatch of invitations to tender: August
2008.
19. Scheduled date for commencing the contract: November/December 2008.
20. Initial contract length and possible extension: 38 months.
Selection and award criteria
21. Selection criteria: The following selection criteria will be applied
to candidates. Where an application is submitted by a consortium, these
criteria will apply to the consortium as a whole.
(1) Candidates' economic and financial capacity:
1. candidates' average annual turnover for the past 2 financial years and
the current financial year must total at least EUR 1 000 000. Where
consortia are involved, this item applies to the consortium as a whole;
2. cash flow at the beginning and end of the financial year must have been
positive during the past 2 financial years and during the current
financial year.
(2) Candidates' professional capacity (see sections 4 and 5 of the
application form):
1. at least 5 people on candidates' payroll must work at present in fields
connected with this contract: administrative, financial and logistical
management of projects, in particular preparing and presenting accounts
for the various programme estimates;
2. at least 20 % of all those persons working for candidates at present in
fields connected with this contract must be permanently employed.
(3) Candidates' technical capacity (see sections 5 and 6 of the
application form):
1. candidates must have worked satisfactorily in the past 3 years on at
least 4 development projects in Africa with a budget of at least EUR 1 500
000 per project (this figure refers to the part of the project managed by
the candidates themselves. If projects were managed by various companies,
then only the part managed by the candidates themselves will be taken into
account);
2. candidates must have worked satisfactorily in the past 3 years on at
least 1 project in fields connected with this contract with a budget of at
least EUR 2 100 000 per project (this figure refers to the part of the
project managed by the candidates themselves. If projects were managed by
various companies, then only the part managed by the candidates themselves
will be taken into account).
If these contracts were financed by the European Commission, then
candidates must also state the contract number and the European Commission
department for which the service was performed.
Should more than 8 candidates prove eligible, meeting the selection
criteria, then the strengths and weaknesses of their applications will be
re-examined to determine which 8 applications are the most suitable. Only
the following criteria will be considered in this re-examination:
1. number, type and relevance of the projects listed under point 3.2 of
the selection criteria;
2. experience in southern Africa;
3. experience in Portuguese-speaking developing countries.
22. Award criteria: The criteria are set out in the invitation to tender
dossier appended to the letter of invitation to tender which will be sent
to shortlisted candidates.
Application
23. Final date for receipt of applications: 4.8.2008 (11:00), local time
in Luanda.
Applications received after this deadline will not be considered.
24. Information to be supplied and application form: Applications must be

Applications which fail to comply with these requirements will be
automatically rejected. Any additional documentation (brochure, letter,

The contract name and the publication reference (see point 1), plus the

26. Additional information: Financing agreement No 9861/REG for the
project to support the development of health care human resources in
Portuguese-speaking African countries (PALOP) was signed in January 2008
by the Regional Authorising Officer in Angola.
27. Date of publication of the contract forecast: Date — at least 30
calendar days prior to the date of publication of this contract notice.
28. Legal basis: ACP-EC Partnership Agreement, signed in Cotonou on
23.6.2000 and revised in Luxembourg on 25.6.2005 (OJEC L 317 of 15.12.2000
and OJEU 209 of 11.8.2005). Decision No 2/2002 of the ACP-EC Council of
Ministers of 7.10.2002 on the implementation of Articles 28, 29 and 30 of
Annex IV to the Cotonou Agreement and its Annex.
