The Government of Canada Security Policy requires that federal
departments and agencies implement security programs that
affect, among other things, information technology security. The
Government Security Policy defines baseline security
requirements, but leaves it up to the individual departments and
agencies to implement the policies and encourages them to
conduct their own Threat and Risk Assessments to determine their
own needs above the baseline levels. As part of the Government
Security Policy, the departments and agencies need to understand
the security requirements of handling data that contains
protected or classified data, the lifestyle of that data, and
the minimum requirements for the cleaning, sanitizing and
destruction of electronic data storage devices.

The Hard-Drive Overwrite Solution will be a commercially
available product, either licensed software or hardware
including warranty, documentation, maintenance and support
services. The initial client is the Government of Canada for
software licenses covering unlimited devices.

The Hard-Drive Overwrite Software solution will need to perform
at least triple pass erase of the following data storage
devices: Advance Technology Attachment; Integrated Drive
Electronics;
Serial Advanced Technology Attachment hard disk drives, floppy
disks and miniature electronic storage devices (including USB
memory sticks and flash memory devices).

This Request for Standing Offer will use a "Proof of Proposal"
procedure whereby the Offeror self evaluates and certifies that
the product being offered meets the technical evaluation
criteria.
The Proof of Proposal procedure is a convincing demonstration by
the Offeror that the technical merit of its proposal will meet
the nine mandatory technical requirements listed in Annex "A"
for the Hard-Drive Overwrite Solution. The Proof of Proposal
must demonstrate all nine technical mandatory requirements are
meet without a single exception.

The estimated utilization over three years of this National
Master Standing Offer Program is $20,000,000.00 Canadian. All
compliant offers will be recommended for an award within the
total budget framework of $20,000,000.00 Canadian. Therefore,
the value of each National Master Standing Offer will be
determined by dividing the number of compliant offers by the
estimated budget framework.

Delivery will be to all departments and agencies across Canada.
