Nature of Requirements:
To provide field support and data analysis of ice surveys using
"Ice Pic" and Probe sensors for Fisheries and Oceans Canada,
Dartmouth, Nova Scotia on an as and when requested basis for the
period from August 1, 2008 up to and including July 30, 2009
with the option to extend for 3 additional 12 month periods.
Under a previous standing offer, Dr. Scott Holladay and Mr.
James Lee of Geosensors Inc. of Toronto, Ont., have successfully
supported the sea ice surveys of the Ocean Science Division
(OSD) of the Department of Fisheries and Oceans (DFO) in the
southern Gulf of St. Lawrence and the Beaufort Sea shelf during
the 2006 and 2007 ice seasons. The major component of this
support occurred during field surveys when the "IcePic" and "Ice
Probe" were flown by OSD/DFO personnel who required help in
trouble shooting hardware/software problems with the ice probe
data acquisition. Problems were solved through the input from
Geosensors personnel and its suppliers (by phone or
in-the-field) to keep survey delays to a minimum. The "IcePic"
and "Ice Probe" software programs to produce real-time data, to
analyze and display data were updated under the standing offer
by Geosensors personnel as well as the computer logging systems
were up-graded. Geosensors also provided OSD/DFO personnel
support with problems in handling the "IcePic" and "Ice Probe"
data collected during the 2004 and 2005 ice seasons. This
proposed "Standing Offer" will insure that continued support in
the field and in data analysis is available to deliver the ice
data in an efficient and cost-effective manner to Can. Coast
Guard, Can. Ice Service and PERD investigators. The Standing
Offer is directed to Geosensors Inc., which is run by Dr. Scott
Holladay and employs Mr. James Lee. Dr. Scott Holladay is the
design engineer of the "Ice Probe" and "IcePic" and is
thoroughly familiar with the overall design and the software.
Mr. James Lee assembled and tested the hardware and software of
the "Ice Probe" and "IcePic". They and their suppliers through
them have provided continuous field support in past sea ice
surveys through the previous Standing Offer and are most
familiar with solving the possible problems of the hardware and
software of the "IcePic" and "Ice Probe". This firm will provide
OSD/DFO with the most efficient and cost-efficient means of
ensuring that "IcePic" and "Ice Probe" problems and data
acquisition delays are kept to a minimum. The financial
limitation of this proposed standing offer will be $60,000.00
per year plus applicable taxes.

The requirement is subject to the AIT Agreement; however, it is
proposed to invoke limited tendering reasons in accordance with
the following:

AIT, Article 506, para 12(b) wherein it states "where there is
an absence of competition for technical reasons and the goods or
services can be supplied only by a particular supplier and no
alternative or substitute exists".

Under Government Contracts Regulations, only one person or firm
is capable of performing the contract. It is proposed to enter
into contract with the proposed supplier under: - Government
Contract Regulations (GCR) Part 1, Section 6 (d) "only one
person or firm is capable of performing the contract".

This PWGSC Office provides procurement services to the public in
English.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
