SOA Civil/Marine Structural Engineering Consulting Services-

Provision of Civil/Marine Structural Engineering Consulting
Services as an aboriginal set-aside on an as requested basis for
provision of investigations, studies and recommendation reports
as well as preliminary engineering, design and project
management services for projects in Newfoundland Labrador.

SPECIAL INSTRUCTIONS:
Registration or Licencing to Practice for team members as
required by Provincial Law, as well as submission of Aboriginal
Business Certifications.

This procurement is only open to companies which meet the
eligibilty requirements under the federal governments Set Aside
Program for Aboriginal Business (SPAB). In order to be
considered bidders must certify that they qualify as an
aboriginal business as defined in the SPAB and that they will
comply with all requirements of the SPAB.

Public Works and Government Services Canada (PWGSC) is inviting
aboriginal Civil/Marine/Structural Consulting Engineering firms
to submit proposals for Standing Offers. This is a one stage
submission. The selected consultants may be requested to provide
a full range of investigations, studies, and recommendation
reports, as well as design and construction services for various
locations in Newfoundland and Labrador. Projects will include,
but may not be limited to the rehabilitation and new
construction of built works, for example:

-    small craft Harbour facililities
-    ferry terminal and public wharves
-    shore protection
-    dredging
-    timber cribwork
-    steel sheet piling
-    reinforced concrete support structures (eg. pile caps, beams,
fascia and retaining walls,         wharf decks)
-    timber or steel pilework.
-    building repairs, renovations or new construction


Proponents shall be eligible to be licensed to practice in the
Province of Newfoundland and Labrador, but must be licensed in
order to receive a call-up. Firms should be able to demonstrate
successful delivery of these services for a broad variety of
projects over the last three (3) years. In general, the firm
and its personnel will be evaluated on the basis of their
demonstrated understanding of the Scope of Services, their
approach and methodology to providing those services, the
quality of their relevant experience in this area, as well as
the cost of the provision of the services.

It is PWGSC's intention to authorize up to one(1) Standing
Offer, for a period of two (2) years from the date of issue.
The total dollar value of all Standing Offers is anticipated to
be $400,000.00 (HST included). Individual call-ups will be for
a maximum of $40,000.00 (HST Included). Proponents should note
that there is no guarantee that the full amount of the Standing
Offers will be called-up; PWGSC will issue call-ups only when
the specific services to be provided under the Standing Offer
are needed.


IMPORTANT NOTE TO TENDERERS:

With the introduction of the new Government Electronic Tendering
Service (GETS III), there are significant changes to Public
Works and Government Services Canada (PWGSC) solicitations.

Bidders are responsible for obtaining copies of solicitation
forms, special instructions, and specifications which are now
available directly from the MERX site. Bidders will arrange to
print the documents they require at a printer of their choice or
on their own equipment. Addenda, when issued, will be available
from the MERX service provider. It is the responsibility of the
Bidder to ensure that all addenda issued prior to solicitation
closing have been obtained and addressed in the submitted offer.


Firms intending to submit offers on this project should obtain
Request for Proposal documents through the MERX services
provider at http://www.merx.com, referencing the solicitation
number. The telephone number for MERX is 1-800-964-MERX (6379)
all across Canada. . Firms that elect to base their bids on
solicitation documents obtained from other sources do so at
their own risk and will be solely responsible to inform the
contracting authority of their intention to bid.
