REQUIREMENTS:

1.    Contractor will provide garbage removal and disposal,
compacting and recycling services for Correctional Service of
Canada (CSC) in British Columbia for the various CSC
institutions located in Harrison Mills, Mission, Agassiz,
Abbotsford, and Victoria, for a three year period.

2.    The resulting contract will have an irrevocable option to
renew for two additional 1-year periods.

3.    Contractor will provide for the pick-up and disposal of waste
and recyclable products for the Correctional Service of Canada
installations. Service is to provide for all labour,
maintenance, rental, installation and removal of garbage
containers, recycling containers and/or compactors when and
where required as outlined for each installation.

4.    Containers will have lids to minimize the amount of rain that
is collected in the bin, as well as to prevent animals from
entering.

5.    All rental compactors and containers will be maintained in
good condition. Required covers to be properly affixed.
Exteriors and interiors will be painted if required. Containers
will be disinfected after each pick-up. All work areas will be
left clean and tidy at the completion of the project. All
debris and waste materials will be removed from the site by the
Contractor.

6.    Recyclable goods will be managed in an environmentally safe
manner.

7.    Invoicing will be separate for each institution and mailed
directly to each institution.

8.    ALL INSTITUTIONS as detailed in the Request for Proposal
reserve the right to increase or decrease the number of pick-ups
on an "AS AND WHEN REQUIRED" basis as required for each
institution. Some emergency requirements may be required in
special circumstances, due to riots, disturbances, etc.
Frequency of emergency pick-ups will be on a case-by-case
requirement. Any cancellation of a regular schedule pick-up or
a required unscheduled pick-up, the Contractor will be notified
24-hours in advance by the installation requiring same.

9.    Any changes will be actioned without penalty. Any increase
or decrease in pick-ups will only result in an increase or
reduction of the weekly rate by the amount specified for that
specific institution.

10.    All drivers will adhere to security procedures as outlined
at each institution, as a requirement for entry.

11.    Provide all installations with a full list of recyclables,
as well as the weights of each load of recyclables by type that
are picked-up. Provide necessary preparation steps for
recycling products (ie: removing labels, etc.)

12.    Provide written confirmation to CSC that the recyclables
collected from our installations are processed as recyclables,
including the name of the site where the recyclables were taken
for further processing, and not disposed on in landfills,
incinerated or otherwise disposed of.

13.    This Requirment includes security provisions and the
contractor and their staff must have a security clearance issued
by the Canadian Industrial Security Directorate prior to
commencing work.
