Solicitation K8A01-08-0067

ON-ROAD DRIVING SERVICES FOR THE PURPOSE OF MILEAGE ACCUMULATION OF TEST VEHICLES

All enquiries concerning this solicitation must be submitted in writing to the Contracting Authority as early as possible within the bidding period. Enquiries should be received by the contracting authority no later than five (5) calendar days prior to the bid closing date specified herein to allow sufficient time to provide a response.

Intellectual Property :

The Crown has determined that any intellectual property arising from the performance of the Work under the Contract will vest in Canada, on the following grounds:

6.4      Where the main purpose of the Crown Procurement Contract, or of the
deliverables contracted for, is:

6.4.1    To generate knowledge and information for public dissemination;

    Mandatory Requirements:
    
Automobile insurance coverage (including any loss or damage to the vehicle, collision or third party liability losses) shall be effected by the Contractor and maintained in force throughout the duration of the Contract, in an amount usual for a requirement of this nature, but in any case, for a limit of liability NOT LESS THAN $2,000,000.00 per accident or occurrence.

Drivers will have to hold at least a G level, valid, Ontario drivers license with a clean driving record.

Requirement:

Environment Canada has a requirement for 4 vehicle drivers to conduct on road accumulation of kilometres over predetermined routes in preparation for exhaust emission testing.

Background:

Environment Canada conducts chassis dynamometer exhaust emission and fuel consumption surveillance testing of light and medium duty vehicles in support of CANADIAN ENVIRONMENTAL PROTECTION ACT (CEPA) 99 Part 7 Division 5. Vehicles are chassis dynamometer tested after accumulating a pre-determined number of kilometres of on-road driving over a prescribed urban and highway route.

Statement of Work:

1.    Driving test vehicles:
a.    vehicles in the surveillance compliance program are required to be driven, typically, up to a maximum of 7000 kilometres on public roads
b.    drivers are required to follow one of two routes mapped out in advance by the ERMD
c.    drivers will be responsible for ensuring that vehicles are driven according to all applicable traffic regulations.
d.    drivers will be responsible for payment of any fines for traffic offences which they incur while driving a test vehicle.
e.    drivers are required to fill out daily log sheets at the start and finish of the days driving.
f.    Fuelling of vehicles may be done either at the EMISSIONS RESEARCH AND MEASUREMENT DIVISION (ERMD) or with a fuel only credit card which will be provided for purchase of specified fuel at commercial service stations designated by the ERMD. Fuel grade will be specified by the ERMD.

2.    Vehicle Care and Maintenance
a.    Drivers are required to review and understand all of the operational requirements of the vehicles as they are detailed in the owner’s manual including but not limited to the operation of overdrive transmissions, anti lock braking systems, traction control systems, and in the case of electric hybrid vehicles, regenerative braking systems.
b.    Drivers are required to check all fluid levels (i.e. oil, coolant, windshield washer) and check tire pressure each day before starting out on the vehicle accumulation route.
c.    Drivers are required to keep the vehicles interior and exterior clean.
d.    Drivers are required to note on the log sheets and verbally inform the project manager of any abnormalities in the vehicles that are noticed during the service accumulation.

3.    Demonstrated ability to drive standard transmissions.

Location of Work:

All of the vehicles will be driven from the ERMD, located in Ottawa, Ontario, on a prescribed route over public roads.

Submission of Proposals:

For a proposal to be technically acceptable it must receive a score of 70% or better in the categories A,B, and C of the Evaluation Criteria identified in the Terms of Reference. Only technically acceptable proposals will be considered for final selection.

If no acceptable bids are received Environment Canada has the right to not award this contract.

Project Budget:

Environment Canada has established funding for this project at a maximum amount of $70,400 excluding GST (up to a maximum of four - 4 - contracts of $17,600 will be awarded based on a rate of $0.40/km).

The services delivered under this contract will be on an “as-required” basis.

This covers the period from date of award to the thirty-first of March, 2009.
