Eastern Railway Design, Supply, Installation & Commissioning of Automatic SignalingTender Notice No. Sgw 272/140/T1/3aSealed Tenders are invited by the Chief Signal & Telecommunication Engineer, Eastern Railway for Design, Supply, Installation & Commissioning of Automatic Signalling between Howrah-Khana section in Howrah Division and Dumdum Jn.-Dankuni section in Sealdah Division of Eastern Railway using Audio Frequency Track Circuit including power supply arrangement and networking with Data Loggers along with construction of masonry building duly electrified for housing of AFTC equipment & modification of existing indoor A outdoor Signalling Equipment at station and LC gates (Two packet system tender). The approximate cost of the work is Rs.2B.B2 crore only and completion period is 12 months Eligibility Criteria :- The tenderer should have minimum eligibility criteria as given below:
1. Should have completed in the last three financial years (i.e current year and three previous financial years) At least one similar single work for a minimum value of 35% of advertised tender value N.B:- a) Total value of the similar nature of works physically completed in the qualifying period, not the payment received, will be considered. If part similar work has been commissioned and is under use, the amount with respect to that portion of ommissioned work will be considered in qualifying criteria. Offers should be with documentary proof accordingly. In case, the final bill of similar nature of work has not been passed and final measurement has not been recorded, the paid amount including statutory deduction will be considered If final measurements have been recorded and work has been completed with negative variation, then also paid amount including statutory deduction will be considered. However, if final measurement have been recorded, and work has been completed with positive variation, but variation has not been sanctioned, original agreemental value or last sanctioned agreemental value whichever is lower will be considered b) The similar nature of work required as qualifying criteria, in this case of tender for Audio Frequency Track Circuit based Auto Signalling work will be Panel Interlocking work (Indoor & Outdoor) or RRI work (Indoor & Outdoor) or RRI (Indoor) or SSI (Indoor) or SSI (Indoor & Outdoor) or Automatic Signalling works with Audio Frequency Track Circuit If the tenderer is not the original manufacturer of AFTC, then the original manufacturer should submit an undertaking on non-judicial stamp paper of Rs.150V- duly authenticated before (he notary with two witness indicating :-(i) AFTC equipments will be supplied to the tenderer as per technical specification of the tender for the subject work.(Jl) Supervise the installation of AFTC equipments and training of Railway officials. (Hi) Guarantee to support till the entire section is commissioned and 24 months thereafter,(lv) Guarantee to supply spares for a minimum period of 7 (seven) years from the date of commissioning of the entire section, c)JointVenture (JV) /Association Of Persons (AOP) are permitted in this tender case All the constituent firms should individually qualify for turnover criteria prescribed in the tender document and at least one of the constituent firms should have experience of similar work as prescribed in eligibility criteria. In case none of the constituents
individually qualify for turnover, the turnover of constituents should be factored based on percentage share in the joint venture. However, one of the constituents should be eligible on account of past experience of similar work. The method of factorisation
should be as per Para 2 of clause 2.4 of ITT. The instructions for submitting the tender by new Joint Ventures are enclosed in clause 2.4 of I.T.T 2.Total contract amount received during the last three years and in the current financial year.Should be minimum of 150% of advertised tender value.
