This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center on a sole source basis with David Weller.  The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures.  The proposed contract will be divided into the following: Category 1: 1) planning and execution of Delphinus reproduction and demography experiment, (2) planning and execution of eastern gray whale abundance survey, and (3) collaborate on studies examining the use of eastern and western Pacific gray whales as indicators of the impacts of climate change. Category 2: Prepare manuscripts suitable for publication on the conservation status of the western Pacific gray whale and present them to the following management bodies as part of the US delegation and on behalf of NOAA: (1) Scientific Committee of the International Whaling Commission (IWC), June 2008, Santiago, Chile, and (2) International Union for Conservation of Nature (IUCN), range-wide western gray whale workshop, September 2008, Tokyo, Japan. Proposed contractor is the world's expert in western gray whales, his primary research focus since 1997 has been centered on the biology, behavior and conservation of critically endangered gray whales in their summer feeding ground in Russia. Dr. Weller has now collected the most comprehensive and detailed photographic, genetic and behavioral databases that exist for the population and his team has produced over 30 manuscripts and reports regarding its present day conservation. See Numbered Note 1, 100% small business set-aside.  The government intends to negotiate a firm-fixed price contract with period of performance that will start from date of award and will end Dec 31, 2008. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. This is a small purchase action estimated value of less than $100,000.00.  ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.  After this date, NO award can be made unless the vender is registered in CCR.  For additional information and to register in CCR please access the following web site: http://www.ccr.gov.  In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
