Synopsis: The U.S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled �Building 1 - Install HVAC Systems for Rearing Rooms� at USDA-ARS-MWA, Columbia, MO. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work for the removal and replacement of HVAC system serving four insect rearing rooms located in the basement of the facility. The installation shall include, but not limited to, the furnishing and installation of a fan coil unit consisting of a glycol circuit and unit heaters located inside the unit housing in each rearing room; two air-cooled glycol chillers located outside on grade (one for redundancy); control panel for eash room; microprocessor based humidity controller for each room and associated electrical installations for complete, properly operating HVAC system. The project includes a base bid and bid options. The period of performance is 140 days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $25,000 to $100,000. SET-ASIDE: This acquisition will be totally set-aside for Service-Disabled Veteran-Owned Small Businesses. All responsible Service-Disabled Veteran-Owned Small Businesses may submit an offer which shall be considered by the agency. The NAICS code is 238220 and the annual size standard is 13 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26. Solicitation No. AG-64PP-S-08-BB01 is scheduled for uploading on or about July 18, 2008. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. This will be the only opportunity to visit the job site prior to submission of bid. Sealed bids will be due by 2:00 PM on August 18, 2008. A firm fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
