REQUEST FOR EXPRESSION OF INTEREST

PROJECT TITLE: CEMAC ZONE TRANSPORT AND TRANSIT FACILITATION PROJECT

1. The Government of the Republic of Camerooon has obtained loans in various currencies from the African Development Bank (ADB) and the World Bank groups, for the financing of the above-mentioned programme, and intends to use part of the ADB loan to finance : “The financial audit of operations under the following funding (as a single contract)
• ADF loan No 2100150015345; and
• IDA loan No 4337-CM (Road and Facilitation aspects)”

2. Broadly speaking, the audit mission involves the systematic verification of all the financial and accounting documents and the system of internal control of the Project Execution Monitoring Unit. This entails (i) conducting a management, organisational and vertical audit of the project, in keeping with auditing standards generally accepted at international and national levels; (ii) examining the existing accounting system and how far it complies with the accounting system applicable; (iii) ascertaining that Borrower’s procurement procedures are in line with relevant ADB and World Bank Rules of Procedure, as well as the acceptance, stocking, stock and capital assets invetary procedures; (iv) verifying that the implementing organ is keeping a record of project operations, and ensuring that actual disbursements correspond to expenditures envisaged in the loan agreement; (v) evaluating the internal control and the accounting rules applied by the project implementing organ and certifying the project accounting records; (vi) ascertaining that the issues notified to the Government by the ADB and the World Bank (during supervisory field missions or at the headquarters) have been addressed, otherwise determining the constraints; (vii) seeing to it that all the conditions provided for in the loan agreement and midstream evaluation report have been met; (viii) paying a field visit to appraise the progress of works.

3. Eligible consulting firms are invited to express their interest in the provision of the services defined above. To that end, they must provide information attesting to their qualification, with respect to relevant legislation applicable in their countries, to carry out audits (brochures, references relating to the rendering of similar services, experiences under similar conditions, availability of qualified staff, etc). They may get together in order to complement their respective skills. Only consultants from countries meeting the origin criteria outlined in the ADB Rules of Procedure pertaining to the use of consultants may apply.

4. The Expression of Interest file shall comprise a Letter of Intent accompanied by a note introducing the consulting firm, indicating its qualification to render such services. The file include relevant references (similar services rendered by the consultant during the last ten (10) years, as well as the list of specialist that would be assigned to the mission).

5. Interested consulting firms may obtain further information at the address below. Moreover, their Expression of Interest files must be submitted latest 5 pm, local time, on 31 July 2008, addressed as below, bearing the following : “Cemac Zone Transport and Transit Facilitation Project : Services of a Consultant for the audit of operations under the ADF loan No 2100150015345 and IDA loan No 4337-CM (Road and Facilitation aspects)”.

6. Following this request for expression of interest, five to seven consulting firms will be shortlisted and consultations conducted in keeping with the ADB Group Rules of Procedure pertaining to the Use of Consultants, January 2000 edition. It should be noted that the Project Owner is under no obligation to shortlist a consultant simply because the latter has submitted an expression of interest file.
