Obiectivul specific al acestui contract reprezinta întarirea dezvoltarii institutionale a INM în vederea asigurarii unei pregatiri care sa raspunda nevoilor de formare a magistratilor români. Institutul va beneficia de asistenta financiara pentru:
a.îmbunatatirea politicii de formare continua a magistratilor si formatorilor INM;
b.formare magistratilor (judecatori si procurori) în domeniul dreptului comunitar si a drepturilor omului;
c.întarirea si dezvoltarea retelei de formatori a INM;
d.achizitionare de carte juridica pentru biblioteca INM.

Declaratie privind calitatea de participant la procedura;
Certificat constatator eliberat de Ministerul Justitiei sau echivalent din care sa rezulte numele complet, sediul, persoanele autorizate/administratori;
Adresa de la Instanta Competenta / Curtea Districtuala / Agentie Guvernamentale unde îsi are sediul compania / sucursala sau echivalent din care sa rezulte ca operatorul economic nu este în insolventa/faliment/aranjament cu creditorii;
Certificat de atestare fiscala eliberat de organul de administrare fiscala al unitatii administrativ teritoriale de pe raza careia societatea îsi are sediul social privind plata obligatiilor la bugetul de stat sau echivalent.Certificatul trebuie sa fie valabil la data deschiderii ofertelor; Certificat privind plata impozitelor si taxelor locale, valabil la data deschiderii ofertelor.Certificat pentru plata CAS (pentru statele în care autoritatile fiscale nu colecteaza si CAS) valabil la data deschiderii ofertelor;
Cazier judiciar pentru administratorul(ii) asa cum sunt mentionati in Certificatul Constatator care semneaza "declaratia privind eligibilitatea" si "declaratia privind calitatea de participant la procedura".În cazul în care declaratiile mentionate sunt semnate de o persoana împuternicita se va prezenta cazierul judiciar pentru aceasta persoana precum si cel al administratorului(ilor) care a împuternicit aceasta persoana;

a) Ofertantul (operator economic sau membrii asocierii împreuna) a finalizat, în ultimii 3 ani împliniti la data termenului limita pentru depunerea ofertei, cel putin 1 proiect în domeniul pregatirii profesionale a magistratilor si/sau evaluare a sistemului de pregatire în domeniul judiciar, participarea ofertantului la respectivul contract fiind în valoare de cel putin 330.000 Euro. b) Ofertantul (operator economic sau membrii asocierii de operatori economici împreuna) va demonstra accesul la minim 10 specialisti (personal tehnic de specialitate) în domeniul pregatirii profesionale a magistratilor si/sau evaluare a sistemului de pregatire în domeniul judiciar.
