SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Institute
of Technology Tallaght (ITT Dublin) proposes to engage design team
services in connection with an expansion of the Innovation Centre at its
campus in Tallaght, Dublin 24.
The award of contract will be on the basis of 5 lots, as follows:
1. Architectural Design Services (incl. Design Team Lead and Fire Safety
Certificate Application services);
2. Quantity Surveying Services;
3. Civil and Structural Engineering Services;
4. Mechanical & Electrical Engineering Services and
5. Project Supervisor Design Process Services.
Candidates may apply for one, several or all lots.

II.2.1) Total quantity or scope: Design Team Services in connection with
an expansion of the Innovation Centre at IT Tallaght as fully described in
the Qualification Questionnaire available to download from the Irish
Government Procurement Opportunities Portal www.etenders.gov.ie.
II.2.2) Options: Yes.
Description of these options: The possibility of applying the provisions
of Article 31.4 (b) of Directive 2004/18/EC for each of the lots in this
project is reserved by the authority at its sole discretion, if required,
for the award of new contracts under the negotiated procedure to the
successful service provider for the repetition of similar services.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in

LOT NO 1
TITLE: Architectural Design Services (including Design Team Lead and Fire
Safety Certificate Application services)
1) SHORT DESCRIPTION: The Institute proposes to appoint a service
provider for the delivery of architectural services in connection with an
expansion of the Innovation Centre at its campus in Tallaght, Dublin 24.
The successful architectural service provider will be required to act as
leader of the design team for this project, as well as providing fire
safety certificate application services.

expansion of the Innovation Centre at its campus in Tallaght, Dublin 24.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: None.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be agreed with
the successful service provider under each lot.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: A grouping, if successful, may be
required to contract as a single entity having joint and several liability
but subject to the agreement of the contracting parties.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Interested candidates are advised that each lot will be awarded on the
basis of the Conditions of Engagement for Construction Consultants issued
by the Irish Department of Finance.
Candidates should note that the Conditions of Engagement provide for a
fixed price lump sum for a defined scope of work under each contract.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Candidates
will be required to confirm that none of the conditions for exclusion
contained in the Declaration of Bona Fides apply to their particular case.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged number of operators 6
Objective criteria for choosing the limited number of candidates: Upon
receipt of expressions of interest for each Lot, candidates will be
evaluated in respect of the pass/fail criteria as well as
financial/economic/technical criteria and rules as stated in this
Questionnaire.
Responses will be evaluated and scored and the top 6 scoring candidates
under each lot (subject to the quality and number of applications
received) which also meet the minimum criteria and rules for selection
will be invited to tender for that Lot.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

IV.3) ADMINISTRATIVE INFORMATION

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: 1) The contracting authority will not be
responsible for any costs, charges or expenses incurred by candidates or
tenderers.
2) Contract award(s) will be subject to the approval of the competent
authorities.
3) This is the sole call for competition for these services.
4) Contract award(s) may be subject to the conduct of clarification
meetings and the production of a valid tax clearance certificate.
5) It is the policy of the contracting authority, in accordance with EU
procurement rules, to publish the value of contracts awarded to successful
tenderers in the Official Journal of the EU.
6) The Institute of Technology, Tallaght undertakes to hold confidential
any information provided by applicants in response to this notice, subject
to the Institute's obligations under law, The Institute may however share
information received with relevant Government Departments, who are subject
to the Freedom of Information Act. Applications should state if any of the
information supplied by them in response to this notice, is confidential
or commercially sensitive or should not be disclosed in response to a
request for information under the aforementioned Act. Applicants should
state why they consider the information to be confidential or commercially
sensitive. If applicants consider that none of the information supplied by
them is confidential or commercially sensitive, they should make a
statement to that effect.
