SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): In October 2006
the former PCTs of Heywood, Middleton and Rochdale formally joined
together to become Heywood, Middleton and Rochdale PCT. The aim of the
reconfiguration was to ensure a consistent commissioning and provision of
health care for the population of Rochdale borough.
The PCT is now in the process of developing new buildings and services
across the borough. Approximately 80 000 000 GBP is being invested from
the Local Improvement Finance Trust (LIFT) to build brand new centres in
identified areas of health and social care priorities. The new buildings
will help to reduce waiting times for treatment and will offer a wide and
convenient range of health and social care services closer to patients'
homes.
Over the coming years, services will be affected by relocation into the
new buildings. With the relocation of the services into the new buildings,
the PCT’s current health record storage problems will be aggravated, due
to insufficient storage capacity available for inactive health records in
the LIFT buildings.
The PCT currently store inactive health records at approximately 50
locations across the borough, which equate to an estimated 5 million
sheets of paper. Records are currently at varying degrees of risk, either
because they are stored in unsuitable conditions or because storage space
diminishes as services move to new buildings over the next few years.
The PCT is therefore embarking upon a procurement to address the current
issues surrounding inactive health records and select a provider to scan
and digitalise the PCT's health records from their current paper format
into an electronic format.
