II.1.4) Short description of the contract or purchase(s): The Commission
for Energy Regulation ("the Commission") is the independent body
responsible for regulating Ireland's electricity and natural gas sectors.
The Commission currently has a staff of approximately 70, the majority of
these employees working as Analysts and Administration Support. The
Commission has a relatively flat structure, consisting of Commissioners,
Directors, Managers and Analysts. This project is to focus on the Career
Development of all staff that are below Managerial Level.
The need for a "Career Development" programme was first raised in the
Commission in 2006, under the HR Strategic Plan.
A successful programme was run over a 12-month period and the following
its success the Commission that a similar programme should be run in 2008.
The Commission is invited tenders to aid the Human Resources Manager, to
provide a hands on, practical programme that creates a supportive yet
challenging environment in which participants can develop the skills
needed and required for progressing their career.
Ideally a succession framework should be developed and then falling out of
this a career development program would be developed.
This should take the following format:
1. Diagnostic Phase.
To identify the opportunities for Career Development that exists, identify
what is required for the future of the organisation.
2. Design Phase:
Design a Career Development model and a development programme to achieve
the Commissions objective.
3. Delivery Phase:
To deliver a high impact development program to prepare individuals to
step into the brief within the structured career development path has been
identified.
The participants on the programme should develop new skills, and
throughout the course be given an opportunity to demonstrate these new
skills in a practical format. The programme should act as a motivator,
encouraging an increase in both motivation and production.
Examples of skills that could be developed as part of the programme
include Negotiation Skills, Presentation Skills, Meeting Facilitation,
Leadership and Teamwork. These suggestions should act as a guide, further
suggestions of course topics should be included in the submitted tender.
Learning through receiving feedback from all parties involved in the
course should be a constant element of any tender put forward.
All course topics should be relevant and practical to the role.
