1) Proceeds ol the lund for study on water supply and sanitation master plan comprising detail Survey, Investigations Hydraulic & Engineering Design And Feasibility Story Tor Tnose Kourassavas. me study nas two components, ine nrst component concerns "Mathematical Modeling tor Sate Dnnkmg Water Source Identification* and second component concerns "Socio-economic Study, EIA and detail Engineering Survey & Investigation and Engineering Design*. The study will be executed by two consultant groups, one tor each component All payment tor these services will be made in Bangladesh currency.
2) Department ot Public Health Engineering (hereinafter referred to as the Employer) now invites Expression of Interest (Eol) Irom local consulting lirms lor short listing for the consulting services under component 2: "Socio-economic Study. EIA and Detail Engineering Survey & Investigation and Engineering Design"
3) Department ol Public Health Engineering (DPHE) under Ministry of LGRD & Co-operatives Local Government Division (LGD). Government of Bangladesh (GoB) will be the Executing Agency (EA) lor the project.
4) The consultant group for "Socio-economic Study, EIA and Detail Engineering Survey & Investigation and Engineering Design" shall develop a master plan ol proposed water supply, drainage and sanitation system in 148 Pourashavas up to 2025. The consultants will also identify and design infrastructural interventions.
The consultants will carryoul necessary SIA and EIA studies lor various project components. Required socio-economic, environmental baseline surveys and hydrogeological investigations will need to be conducted to meet study requirement at all stages of planning and design, the consultants will need to interact with local communities to ensure their participation.
The consultant wilt also prepare an O&M manual lor water supplv and Providing of Survey, Investigations Hydraulic and Engineering Design and Feasibility Study for those Kourassavas
6) National competitive bidding wit! be conducted and selection will be made in accordance with Quality and Cost-Based Selection (QCBS) procedure, following the procedure indicated in PPR 2008.
7) The employer will conduct the short-listing ol interested consulting firms, for the abovementioned consultancy services The Eol should specifically include:
Name of the firm/lead lirm and associated firms, forming the joint ventures or associations, witn address and particulars.
Background of the firm(s)
General and overall experience of the firm(s).
Names of the Panners/Directors of the firm(s) and their corporate profiles.
Actual audited financial reports of the firm(s) for the last three years.
Nature, size, employer, location and type ol input tor contracts in hand and the works earned out dunng the last 10 years stating the cost of the projects and fees received
Summary of permanent professional employees with key qualifications
Acceptable evidence ol formation of the joint Ventures/Associations, if Eol is submitted jointly.
8) National consulting firm are being invited to submit their Eol for short listing. In case ot Association, capability of all the firms included will be evaluated collectively.
9) The Eol with supporting documents must be delivered in 7 (seven) sets by 12:00 on 22/07/2008 in sealed envelopes marked with "Eol for Socio-economic Study, EIA and Detail Engineering Survey & Investigation and Engineenng Design" and be delivered to below address. Late submissions will be rejected.
10) Special instructions.
a) Partial offer will be rejected
b) Eol submitted by Fax/E-mail will be rejected
c) The authority reserves the right to accept or reject any or all of the Eol's or annul the Eol process at any stage without assigning any reason whatsoever and without incurring any liability to the affected applicant(s).
d) The employer will not be responsible for any cost or expenses incurred by the firm in connection with the preparation or delivery of the Eol.
