PROGRAM:
NEW ORLEANS SHERIFF'S JAIL: This procurement is set aside for competition among service-disabled veteran owned small businesses only doing business in the State of Louisiana. Firms having the qualifications to meet the requirements identified herein are invited to respond to and attend a pre-proposal Conference and site visit scheduled by the FEMA Gulf Coast Recovery Office, Baton Rouge Contracting Office, on July 09, 2008 at the 1 Seine Court, New Orleans, LA 70114, and to submit an offer/proposal. The appropriate North American Industrial Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction. The size standard is $31 million.

ORLEANS PARISH CRIMINAL SHERIFF'S OFFICE (OPCSO) NEW ORLEANS, LOUISIANA The project portion referenced is defined as the New Orleans Louisiana (NOLA) Jail Reconfiguration. The Department of Homeland Security Federal Emergency Management Agency announces a requirement for a Firm-Fixed Price Lowest Price Technically Acceptable Deconstruction and Reconfiguration Project to facilitate reconstruction of FEMA property constructed and installed on property known as the "Orleans Parish 800-Bed Temporary Jail". This property is located at: The Orleans Parish Criminal Sheriff Office (OPCSO), 2700 Perdido Street, New Orleans, LA 70119.

CONTRACTING OFFICE: FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA)

HISTORY: The Federal Emergency Management Agency (FEMA) is authorized pursuant to the Stafford Disaster Relief and Emergency Assistance Act to provide assistance to disaster victims under a Presidential declaration of disaster and emergency.

PROJECT:
Damage to these facilities was caused by Hurricane Katrina and required the Sheriff to evacuate all inmates from other jail facilities. The Sheriff required a temporary facility having a capacity of 800 beds, approximately 40,000 square feet to temporarily house prisoners. As the hard facilities came back on line, the need for 800 beds been reduced to 500 beds and may expect to continue at that level for the foreseeable future.

The awarded contractor will be required to provide 100% performance and payment bonds for the amount agreed upon prior to the Notice-to-Proceed being issued.

THE GENERAL SCOPE FOR THE NOLA JAIL RECONFIGURATION PROJECT IS AS FOLLOWS:
LOCATION: The NOLA Jail Reconfiguration property is located at the Orleans Parish Criminal Sheriff Office (OPCSO), 2700 Perdido Street, New Orleans, LA 70119.
The contractor shall furnish all supervision, engineering, inspection, design, technical personnel, monitoring, labor, material, tools, all required permits, services, testing and equipment needed to perform and complete demolition or reconfigured facilities including utilities; remove and transfer any hazardous building and site materials; and perform project site clearing, temporary shoring, dewatering and grading as required. Federal Acquisition Regulations for 52.222-5 -- Davis-Bacon Act -Secondary Site of the Work, 52.222-6 -- Davis-Bacon Act, 52.222-8 -- Payrolls and Basic Records; General Decision: LA2008009 06/06/2008 LA9 applies. Liquidated damages, performance and payment bonds an insurance certificate is applicable to this requirement. Bid Bonds do not apply.

2) Removal of utilities/service confirmed as obsolete such as: water services, laterals, sewer laterals, storm drain, gas services, electric services and poles, telephone services, tanks, mechanical equipment and utility cable services both overhead and underground,
3) Furnishing and installation of all designated improvements and systems as indicated above that will be further clarified within the Request for Proposal (RFP) contract documents. The contractor shall be experienced in the administration and supervision of projects that include the following:
1. Building demolition, and improvements, including shoring and right of way work,
2. Remediation of hazardous materials removal and transfer,
3. Site security that includes Closed Circuit Surveillance Systems installation,
4. Security Fencing and Electrical Systems covering Electrical Light Poles and Lighting.

The Contractor shall be experienced in work related to Site Paving and Paint Striping and the coordination, termination and/or installation of all required utilities and systems. Additionally, Sprung Tension Structures.

NOTICE TO CONTRACTORS: DUE TO A SHORT NOTIFICATION THE SF1413 REQUEST FOR CONTRACTORS INTEREST HAS BEEN EXTENDED TO READ AS: DUE BY 8 JULY 2008, 12:00 (NOON). THE TIME AND DATE ESTABLISHED HERE IN THE DESCRIPTION SUPERSEED THE COMBINED SYNOPSIS/SOLICITATION AND SOW.

THE SF1413 IS ATTACHED IN THE PACKAGE BELOW. CONTRACTORS NOT PROVIDING A PRE-INTEREST NOTIFICATION WITH THE SF 1413FORM WILL NOT BE AUTHORIZED TO ENTER THE CONTROLLED SITE AREA.
PRIME CONTRACTOR MUST BE SDVOSB and DOING BUSINESS AND REGISTERED IN THE STATE OF LOUISIANA.

PROGRAM:

NEW ORLEANS SHERIFF'S JAIL: This procurement is set aside for competition among service-disabled veteran owned small businesses only doing business in the State of Louisiana. Firms having the qualifications to meet the requirements identified herein are invited to respond to and attend a pre-proposal conference and site visit scheduled by the FEMA Gulf Coast Recovery Office, Baton Rouge Contracting Office. The appropriate North American Industrial Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction. The SBA Business size standard is $31 million.

CLIENT:
ORLEANS PARISH CRIMINAL SHERIFF'S OFFICE (OPCSO) NEW ORLEANS, LOUISIANA The project portion referenced is defined as the New Orleans Louisiana (NOLA) Jail Reconfiguration. The Department of Homeland Security Federal Emergency Management Agency announces a requirement for a Firm-Fixed Price Lowest Price Technically Acceptable Deconstruction and Reconfiguration Project to facilitate reconstruction of FEMA property constructed and installed on property known as the "Orleans Parish 800-Bed Temporary Jail".

ADMINISTRATING CONTRACTING OFFICE: FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), BATON ROUGE, LA
HISTORY: The Federal Emergency Management Agency (FEMA) is authorized pursuant to the Stafford Disaster Relief and Emergency Assistance Act to provide assistance to disaster victims under a Presidential declaration of disaster and emergency.

PROJECT:
Damage to these facilities was caused by Hurricane Katrina and required the Sheriff to evacuate all inmates from other jail facilities. The Sheriff required a temporary facility having a capacity of 800 beds, approximately 40,000 square feet to temporarily house prisoners. As the hard facilities came back on line, the need for 800 beds been reduced to 500 beds and may expect to continue at that level for the foreseeable future.
The awarded contractor will be required to provide 100% performance and payment bonds for the amount agreed upon prior to the Notice-to-Proceed being issued.

THE GENERAL SCOPE FOR THE NOLA JAIL RECONFIGURATION PROJECT IS AS FOLLOWS:

WORK LOCATION: The NOLA Jail Reconfiguration property is located at the Orleans Parish Criminal Sheriff Office (OPCSO), 2700 Perdido Street, New Orleans, LA 70119.

The contractor shall furnish all supervision, engineering, inspection, design, technical personnel, monitoring, labor, material, tools, all required permits, services, testing and equipment needed to perform and complete demolition or reconfigured facilities including utilities; remove and transfer any hazardous building and site materials; and perform project site clearing, temporary shoring, dewatering and grading as required. Federal Acquisition Regulations for 52.222-5 -- Davis-Bacon Act -Secondary Site of the Work, 52.222-6 -- Davis-Bacon Act, 52.222-8 -- Payrolls and Basic Records; General Decision: LA2008009 06/06/2008 LA9 applies. Liquidated damages, performance and payment bonds an insurance certificate is applicable to this requirement. Bid Bonds do not apply.
The Federal Emergency Management Agency (FEMA) is authorized pursuant to the Stafford Disaster Relief and Emergency Assistance Act to provide assistance to disaster victims under a Presidential declaration of disaster and emergency.

The contractor shall also be responsible for the following:
1) Removal of the Sprung Structure foundations, loading materials into storage sheds, flat bed trailers or other containers provided by FEMA Logistics Team for accountable personal property, designated fences, trash, debris, trees, bushes, piles of concrete rubble, and designated asphalt and concrete paving,
2) Removal of utilities/service confirmed as obsolete such as: water services, laterals, sewer laterals, storm drain, gas services, electric services and poles, telephone services, tanks, mechanical equipment and utility cable services both overhead and underground,
3) Furnishing and installation of all designated improvements and systems as indicated above that will be further clarified within the Request for Proposal (RFP) contract documents. The contractor shall be experienced in the administration and supervision of projects that include the following:
1. Building demolition, and improvements, including shoring and right of way work,
2. Remediation of hazardous materials removal and transfer,
3. Site security that includes Closed Circuit Surveillance Systems installation,
4. Security Fencing and Electrical Systems covering Electrical Light Poles and Lighting.
The Contractor shall be experienced in work related to Site Paving and Paint Striping and the coordination, termination and/or installation of all required utilities and systems. Additionally, Sprung Tension Structure
