This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: Quantity of 2 Digital Phosphor Oscilloscopes as follows. The oscilloscopes will be small, self-contained lighweight units. Each unit will have capture, store, display and analyze in real time capabilities with three dimensions of signal information (amplitude, time, and distribution of amplitude over time). Each unit will have instantaneous changes and the frequency of occurrence displayed in the form of quantitative intensity information. The oscilloscopes must include: (1) a warranty period of two years or greater, (2) calibration of the unit, and (3) a complete set of operator/system technical manuals. Delivery must be within 120 days after receipt of order. Oscilloscope requirements:1 GHz Bandwidth, 4 Channels, Sample Rates Up to 5 GS/s on All Channels, 10 Megasample Record Length on All Channels, 50,000 wfms/s Maximum Waveform Capture Rate, Wave Inspector Controls , I2C, SPI, CAN, LIN, FlexRay and RS-232/422/485/UART Serial Triggering and Analysis Options, 10.4 in. (264 mm) XGA Color Display, USB and CompactFlash on Front Panel, Built-in Ethernet Port, Plug n Play Connectivity and Analysis Software Solutions, USB 2.0 Device Port for Direct PC Control of Oscilloscope using USBTMC, Suite of Advanced Triggers, Remote Viewing and Control, Interoperability with Logic Analyzers, Probe interface that supports Active, Differential and Current Probes for Automatic Scaling and Units, HDTV and Custom Video Trigger Option. The oscilloscope must also have A dedicated, two-tier front-panel knob providing intuitive control of both zooming and panning, A dedicated play/pause button on the front panel, A dedicated bookmark capability to allow waveforms to be clearly marked, and Waveform search capability that allows the operator to search through long acquisition based on user-defined criteria. Search types will include edge, pulse width, runt, logic, setup & hold, rise/fall time, and I2C, SPI, CAN, LIN, FlexRay and RS-232/422/485/UART packet content. Applications of oscilloscope: Embedded Design and Debug, Investigation of Transient Phenomena, Power Measurements, Video Design and Debug, Spectral Analysis, Automotive Electronics Design and Debug, Manufacturing Test and Quality Control, Electro-mechanical Design and Analysis, Bio-medical Product Development and Industrial Control. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Defense Finance and Accounting under provisions of Wide Area Work Flow under Net 30 Terms. Offers are due no later than 3p.m.,Mountain Standard Time, 16 July 2008. Offers shall be submitted electronically at:charlene.neal@us.army.mil. EVALUATION CRITERIA/ PROCEDURES: The offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25, 22 April 2008. This is a total small business set-aside. The NAICS code is 333314. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items or ORCA, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR clause 52.219-8, Utilization of Small Business Concerns apply. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
