This is a combined synopsis solicitation for commercial item prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included inthis notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is 100% set aside for small business. If no acceptable offers are received from small business the set aside will be automatically dissolved and offers received from other than small business may be considered for award. This request for quote (RFP) N00174-08-Q- 0083 is the only written solicitation, which will be issued, unless amended. The solicitation document, incorporated provisions and clauses are those in effect through Federal AcquisitionCircular 18. The NAICS code 334516. Size standard 500. The offeror shall provide a firm fixed price offer for a Quantity of One Gamma Ray Spectrometer. Implicit in this specification is that the system includes all required cables, be installed at Indian Head on a Navy-owned personal computer with system operational training included. All calibrations shall be graphic and automatic when used with standard sources.2) The system shall have the ability to perform automatic gain correction to retain system calibration.3) The system shall use a single file data storage method whereby each samples assay results in a record including a complete snapshot of system status. Information in the sample record shall include raw spectral data, calibrations, the nuclide library contents, sample information, settings and serial numbers of any associated computer controlled signal processing electronics or MCAs, and any other data associated with the measurement.4) The system shall offer comprehensive and varied spectral analysis facilities. Peak searches shall include both library and 2nd difference approached. Peak analysis shall be by non-linear least squares fit either for multiplet area or for all peaks. An interactive peak fit feature shall provide a simple means to review peak fit results and add or delete peaks as required. Cascade summing corrections are required. Nuclide identification shall include automatic detection and correction of interfering peaks, parent-daughter decay correction, confirming lines identification with user adjustable confidence factors and weighted mean activity calculation.5) The system shall include an automated procedure for MultiSpectral Scaling (MSS) acquisition to automate repetitive sample counting. This procedure shall be standard product offering and vendor supported. Vendor shall state minimum acquisition count time available and delay between MSS group switching. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications Commercial Items. The following clauses are included: 52.212-1, Instructions to Offeror's-Commercial Items. 52-212-4, Contract Terms and Conditions-Commercial Items, Addendum to 52.212-4 DFARS 252.211-7003 Item Identifier and Valuation; 52.212.5, Contract Terms and Conditions Required to Implement Statutes or Excecutive Orders; Commercial Items. 52.222-21, Prohibition of Segregated Facilities. 52.212-2, Evaluation Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitations minimum criteria for technical acceptability at the lowest price. (option 1) To be determined technically acceptable, the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above reference written solicitation. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Companys complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the companys CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote.
