INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Department of Public Works and Highways (DPWH), Sarangani District Engineering Office, Alabel, Sarangani Province through the Bids and Awards Committee (BAC), invites contractors to apply for eligibility and if found eligible, to bid for the contract:

a. Contract ID : 08ME0050

d. Brief Description : Construction of 7 x 9 Classroom

The BAC will conduct this public bidding in accordance with R.A. 9184 and its Implementing Rules and Regulation Part A.

To be eligible to bid for this contract, only the owner or its authorized representative indicated in the CRC can submit a Letter of Intent (LOI) and must meet the following major criteria; (a) Registration with the DPWH, (b) Certificate of Phil GEPS Registration, (c) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license applicable to the type and cost of this contract, (d) completion of similar contract costing at least 50% of ABC, and (e) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment/cash deposit certificate at least equal to 10% of ABC. The District BAC will use non-discretionary pass/fail criteria in the Eligibility Check, Preliminary Examination of Bids, Evaluation of Bids, Post-qualification, and Award.

An unregistered contractor may submit its LOI simultaneously with its application for registration to the Department of Public Works and Highways (DPWH), Sarangani District Engineering Office, Alabel, Sarangani Province before the deadline set below for the receipt of LOIs. The DPWH Central BAC - Technical Working Group/Secretariat will first process the contractor's application for registration and issue its Contractor's Registration Certification (CRC) before processing its LOI.

The times and deadlines set for the major procurement activities are shown below:

1. Receipt of LOIs from Prospective Bidders Deadline: July 07-14, 2008
2. Issuance of Results of Eligibility Check July 15-17, 2008
3. Issuance of Bidding Documents July 18-24, 2008
4. Pre - Bid Conference July 25, 2008 @ 2:00 p.m.
5. Receipt of Bids Deadline: August 06, 2008 @ 10:00 a.m.
6. Opening of Bids August 6, 2008 immediately after dropping

Prospective bidders may download the Registration and LOI Forms from the DPWH website www.dpwh.gov.ph. The BAC will also issue hard copies of LOI Forms at Department of Public Works and Highways (DPWH), Sarangani District Engineering Office, Alabel, Sarangani Province upon payment of a non-refundable fee of Two Hundred Pesos (P200.00). Prospective bidders that will download the LOI forms shall pay the said fee upon the submission of their LOIs. Prospective bidders shall submit their accomplished LOIs and obtain the results of the eligibility check at the same address.

Prospective bidders may likewise download the Bidding Documents (BDs) or available portions thereof from the DPWH website. The BAC will also issue hard copies of the BDs at the same address to eligible bidders upon payment of a non-refundable fee of P 1,000.00.

Eligible bidders that will download the BDs shall pay the said fee upon the submission of their bids.

The Department of Public Works and Highways (DPWH), Sarangani District Engineering Office, Alabel, Sarangani Province reserves the right to accept or reject any bid and to annul the bidding process anytime before Contract award without incurring any liability to the affected bidders.
