Invitation to Apply for Eligibility and to Bid

Supply and Delivery of Lighting Materials
for Cavite Economic Zone

1.The Philippine Economic Zone Authority-Cavite Economic Zone (PEZA-CEZ), through its Corporate Operating Budget for CY 2008 intends to apply the sum of PhP3,226,130.00 being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Lighting Materials for Cavite Economic Zone. Bids received in excess of the ABC shall automatically be rejected at Bid opening.

2.The PEZA-CEZ now invites Bids from eligible Bidders for the Supply and Delivery of Lighting Materials for Cavite Economic Zone. The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB. Delivery of the GOODS is required within thirty (30) days.

3.Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act," and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar right or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass eligibility check will be opened. Prospective bidders should have undertaken a single similar project within the last three (3) years with an amount of at least 50% of the ABC and has filed its latest Annual Income Tax Return and Business Tax Returns (VAT or Percentage whichever is applicable) for the last six (6) months thru the Electronic Filing and Payment System (EFPS) of the BIR. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

4.Interested bidders may obtain further information from the PEZA-CEZ and inspect Bidding Documents at the address given below during office hours, Mondays to Fridays.

5.A complete set of Bidding Documents may be purchased by interested Bidders from July 7 - July 15, 2008, Mondays to Fridays, 8:00 a.m. to 5:00 p.m . at the addresss below and upon payment of a non-refundable fee in the amount of PhP2,000.00 and submission of a certified copy of their G-EPS Certificate of Registration together with
a Letter of Intent. The method of payment will be cash basis only. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

6.The PEZA-CEZ will hold a Pre-Bid Conference open to all Eligible Bidders on July 17, 2008, 2:30 p.m. at the 2nd Flr., Conference Hall, New Administration Building, Cavite Economic Zone, Rosario, Cavite.

7.Bids and eligibility requirements must be delivered to the address below on or before 2:30 p.m. of July 31, 2008. All bids must be accompanied by a Bid security in the form of cash, certified check, cashier's check, bank draft or irrevocable letter of credit in the amount of not less than 1% of the ABC or in the form of Bank Guarantee in the amount of not less than 1.5 % or in the form of Surety Bond in the amount of not less than 2.5% of the ABC. Late bids shall not be accepted.

8.Bid opening shall be on July 31, 2008, 2:30 p.m. at the CEZ Conference Hall, 2nd Floor, New Administration Building, CEZ, Rosario, Cavite. Bids will be opened in the presence of the Bidders' representatives who choose to attend.

9.In any case of the above dates is declared a special non-working holiday, it will automatically be reset on the next working day.

10.The PEZA-CEZ reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
