II.1) DESCRIPTION

Information from and consultancy with research environment for natural
gas.

II.1.5) Short description of the contract or purchase(s): The Awarding
Authority is the Norwegian Ministry of Petroleum and Energy, the Oil and
Gas department, section for gas and infrastructure.
The Awarding Authority wishes to enter into an agreement with an
independent academic research environment with wide experience with and
competence in natural gas. The research environment should be a
considerable resource within the gas market. The research environment
should also have good comprehension and knowledge of environment and
energy policy and solid knowledge of financial, political and global
relations. The Awarding Authority wishes to enter into an agreement for
access to academic analyses and publications regarding the gas market,
participation in organised discussion forums/ seminars for discussion with
various interlocutors regarding relevant problems within the gas market as
well as options for individual consultations with the relevant research
environment. Relevant subjects for analyses, publications and discussions
are i.a.: the gas market in UK/ the continent, development in the LNG
market, Russia, Central Asia, gas for power, demand and offer development,
EU, etc. The analyses should be connected to financial questions,
political relations, global relations, the relation between gas consuming
countries and gas producing countries, environmental aspects and general
energy policy.

Minimum 3 relevant deliveries in the form of analyses/publications for the
previous 3 years with relevance to the assignment.
2. Implementation of minimum 3 various seminars for academic
communities/companies/authorities for the previous 3 years. The subject
for these seminars must be the gas market.
The tenderer must present a reference list showing deliveries for the
previous 3 years with relevance for this assignment. The list shall
contain the name of the Awarding Authority, the value of the assignment
and contacts. The list shall also contain information of what is delivered
and what role the supplier had in the delivery.

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated below:
1. Quality, competence and experience. Weighting: 70.

quality of the offered delivery of analyses and publications, organised
discussion forums/seminars and individual consultations.
Overall costs: Total costs for the offered services for the total 3 years
contract period as well as for the 3 year prolongation period.
