SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity: Site
preparation and temporary facilities for CCGT Moerdijk Project.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting entities.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Essent Projects
BV intends to award a contract for the works associated with the site
preparation and setting up of temporary facilities for the 400 MWe
Combined Cycle Gas Turbine Project at Moerdijk, The Netherlands. The
contract scope consists of the following principle activities: Removal and
disposal of existing vegetation, shrubs, bushes and trees including
removal of subsoil roots etc; Leveling of construction areas; Supply and
install foundations for temporary offices, guard houses, and toilet
buildings; Supply and erect temporary offices (approx 600 m² ), guard
houses and toilet buildings (including all necessary utility systems such
and electrical power, water supply and drainage etc); Supply and install
temporary roads, drainage, and parking areas ( for approx 500 vehicles );
Supply and install buried electrical distribution system and construction
power ( 10kv/440v) including step down transformers and distribution
boards; Supply and install temporary lighting; Supply and install data
cables (telecom); Supply and install potable water lines, drainage lines
including all required connections; Supply and install perimeter fencing (
approx 700 m1) , barriers, gates etc; Remove and relocate existing
fencing; Supply and install electronic site entry control system including
tourniquets); Supply and install a modular sewerage treatment system for
domestic waste from temporary offices and toilet buildings; Filling of an
existing holding basin of approx 18000 m3; Removal of existing drain
ditches; Supply and install new drain ditches; Removal of a subsoil PVC
drain system; Supply and install approx 2500 m² Stelcon plates for various
lay down areas; Removal and or relocation of existing underground
obstacles such as drain lines, power lines etc; Removal of existing light
poles. Optional: Supply and installation of approx 600m1 water tight sheet
piling ( length between 12 and 18 meters), and removal of such sheet
piling in agreed time period. This Contract Notice requests suitably
qualified and experienced parties that comply with the requirements
outlined in III.2 to request to participate in the tendering. In order to
be considered for tendering, interested parties must provide a completed
pre-qualification questionnaire and any necessary additional data for
prequalification purposes and a formal expression of interest on or before
the closing date specified in IV.3.4. A prequalification questionnaire for
completion by interested parties can be obtained from the contact point as
defined in Annex A.II, provided the requirements in III.2 are met. It is
anticipated that minimum 3 and maximum 5 participants will be invited to
tender. It is anticipated that inquiry documents will be issued for
proposals to suitably prequalified and pre-selected participants in August
2008.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: At contract award a
performance bond of 10 % of the contract value must be provided as a bank
guarantee from a first class EU bank with an office in the Netherlands.
Further details will be contained in the Invitation To Tender.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Reference is made to
the Invitation To Tender.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: Preference is for a single supplier.
If a group of companies e.g. suppliers, contractors or service providers,
is applying for the tender then the group is obliged to form a consortium
with all participants jointly and severally liable for the execution of
the total contractual obligations and to nominate a designated lead
contractor. Each company has to supply the requested information in
article III.2. In case Participants intend to subcontract any part of the
work as decribed in article II.1.5, Participants shall provide name and
address of the involved company and provide evidence of the long lasting
relationship with such company, meaning such company has at least
successfully executed three times work of similar size and complexity as
described under II.1.5. herein. III.1.4) Other particular conditions to
which the performance of the contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: 1.
Participant must prove recent and longstanding technological knowledge,
experience and references with respect to the realization of similar works
of comparable size, supported by annual turnover data for last 3 years for
similar works of comparable size; 2. Registration in the commercial
register; 3. Participant shall not be in one of the positions as referred
to in article 45 of the directive 2004/18/EC; 4. Participant must have a
Safety Checklist Contractor (SCC, Dutch VCA/) certificate, an OSHAS 18001
certificate or another equivalent certificate. Individual personal safety
certification (SCC, VCA or equivalent) is required for all staff on site;
5. The solvability and the financial strength of the participant must be
adequate, supported by recent bank statement and supported by annual
reports over last 3 years verified by an external accountant; 6.
Participant shall use certified quality assurance procedures according to
EN 29 000, or other equivalent procedures. 7. A statement that the
candidate supplier shall bid after being pre-qualified based on this
publication. Provided the above requirements are met interested parties
may obtain pre-selection/prequalification documentation from the contact
point as defined in Annex A.II.
III.2.2) Economic and financial capacity: Participant shall have the
submitted statements confirmed by an independent third party, according to
the stipulations in article 45, subsection 3, of the directive 2004/18/EC,
on request of the contracting entity.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Participant shall have the submitted
statements confirmed by an independent third party, according to the
stipulations in article 45, subsection 3, of the directive 2004/18/EC, on
request of the contracting entity. 1. Participants shall provide reference
list of projects. 2. Participants shall have proven engineering and design
capabilities. 3. Participants shall declare willingness and capability to
execute the required work 4. Participants should provide typical quality
assurance and quality control plan 5. Participants should provide valid
copy of EN ISO9000 certificate or comparable standard.

lodging appeals: If within the scope of the selection, respectively
awarding, a candidate who was not selected, respectively was rejected, is
of the opinion that the decision is contrary to law or other applicable
legal regulations, he shall give notification no later than within 15
calendar days after the aforementioned decision has been sent in writing
and stating the reasons, that he shall exercise legal means against the
decision, attaching a copy of the summons. Legally addressing the
