SECTION II: OBJECT OF THE CONTRACT

Main site or location of works: Seafield Wastewater Treatment Works
(WwTW), Edinburgh, Scotland.
II.1.5) Short description of the contract or purchase(s): On 6.5.2008,
City of Edinburgh Council approved Scottish Water and Stirling Water’s
Odour Improvement Plan (OIP) to implement a range of measures aimed at
improving odour performance at Seafield Wastewater Treatment Works (WwTW).
This will be implemented as a variation under Stirling Water's current PFI
Services Contract. This notice covers the detailed design and construction
of the capital works underpinning these odour improvement measures. The
work is divided into two lots as described in Annex B. The Main Programme
is as follows: Contract Award 27.3.2009 Complete IWIP 31.5.2010 Complete
OIP 31.3.2011 Contract Terms: IChemE Red book, with changes to reflect
construction obligations under the PFI Services Contract, as applicable to
PFI variation. It is intended to novate the outline design contract to be
provided by others, to this detailed design and construction contract.
Objective is to award both lots as a single contract, although we retain
the flexibility to award separately. An Advanced Works Contract (AWC) may
be used, to commence detailed design, in the event other project
activities delay Financial Close. Note: It is intended to derive a tender
list from this notice, however further pre-qualification may be required.

INFORMATION ABOUT LOTS
LOT NO 1
TITLE Odour Improvement Project (OIP)
1) SHORT DESCRIPTION: Capital improvement measures comprising the
provision of a new central odour control unit (OCU) to treat odours
extracted by a system of ducts from underneath covers installed over the
following odour sources: • The activated sludge distribution chamber • The
secondary treatment pumping station • The treatment of odours from the
channel between the screen house and the detritors. • The treatment of
odours from the channel between the detritors and the PST inlet • The
turbulent structures and channels prior to, and the outlet channel from,
the primary settlement tanks • The primary settlement tank perimeter
weirs. • The digester spill chambers • The re-routing of sludge liquors
away from the primary settlement tanks directly to the activated sludge
plant.

LOT NO 2
TITLE Inlet Works Improvement Project (IWIP)
1) SHORT DESCRIPTION: • Install Coarse Bar Screens upstream of the
existing Band Screens. • Modify conveyance arrangements between Coarse Bar
Screens and existing Washpactors. • Install new Pumping Station to collect
washwater and return the flow upstream • Install new pumps in existing
Detritor Pumping Stations plus transfer pipework • Enclose remaining open
inlet channels and extract air from all channels for treatment • Replace
existing Band Screens with new Escalator Screens, including by-pass. •
Modify the screenings conveyance system to suit the new Escalator Screens.
• Relocate / replace screenings dewatering and handling equipment as
appropriate. • Re-align the roadway adjacent to the Preliminary Treatment
Works • Modify screenings control philosophy operating procedures.

you monitor and measure performance against your policy in relation to
Health & Safety, Environment and Quality Assurance? What systems do you
have in place to identify, evaluate, control and monitor relevant risks to
Health & Safety, Environment and Quality Assurance? How do you ensure
competence of your staff and those working on your behalf within Health &
Safety, Environment and Quality Assurance? What systems do you have in
place to select, manage and improve your supply chain? Please give your
supporting evidence and any third party accreditation relevant to the
goods/services being provided. Give details of existing agreements with
Veolia Water UK and/or its related companies. Provide details of past
projects undertaken involving the design and construction of similar work.
What were the main challenges and key learning points on the above
projects? Provide details of the management structure you would propose to
use for this contract together with CV’s for four principle staff members
likely to be assigned to work on this contract. How would you manage
detail design? Do you intend to use design consultants? If so give details
of the company or companies you are likely to use. What do you consider to
be the main project risks and how would you mitigate these? What do you
consider the main H&S risks to be on this project and how would you
mitigate these risks? What do you consider to be the main programming
issues with this contract? What do you consider to be the major issues
with managing the interfaces on an operational site? Will any of the work
