Proposed Electricity Distribution & Transmission Improvement Project
World Bank Loan Number: “To be assigned”.
(1) This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. WB 243 - 695 of January 12, 2007.
(2) The Government of the Islamic Republic of Pakistan has applied for a loan from the International Bank of Reconstruction and Development toward the cost of Proposed Electricity Distribution & Transmission Improvement Project and it intends to apply part of the proceeds of this loan to payments under 3 Nos. separate Contract Packages of ICB-08 and ICB-14 for Procurement of T/Line and ELR Material.
(3) The Islamabad Electric Supply Company, (IESCO) now invites sealed bids from eligible and qualified bidders for the supply of following Goods.
Bidders may bid for one or both lots under ICB-14, Contracts will be awarded lot wise i.e. total three (3) contracts for the three (3) lots under ICB-08 and ICB-14.
(4) Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loan and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
Bidders should give their best and final price in their bids as no negotiations are expected.
(5) Interested eligible bidders may obtain further information from Islamabad Electric Supply Company, Street 40 Sector G-7/4, Islamabad, Pakistan, E-Mail address iesco@iesco.com.pk and inspect the Bidding Documents at the address given below from 0830 hours to 1445 hours.
(6) Qualifications requirements include: (a) Financial Capability: The Bidder should have financial resources/ access to a credit line of al least 100% of the bid price quoted for each lot. Certificate /letter of commitments from reputed Banks must be accompanied with the bidding documents.
(b) Experience and Technical Capacity: (i) For (ICB-08): The bidder should have successfully completed contracts during the last five years from the deadline of submission of bids that aggregate to the supply of at least the quantities given in the Paragraph 3 above during a continuous period of 6 months.
For (ICB-14): The bidder should have successfully completed contracts during the last five years from the deadline of submission of bids that aggregate to the supply of at least the quantities given in the Paragraph 3 above during a continuous period of 12 months.
(ii) The manufacturer should be in the business of manufacturing the items in ICB-08 & ICB-14 for at least the last five years from the deadline of submission of bids. These items should also have been in successful continuous operation for at least three years from the deadline of submission of bids.
In case the lowest evaluated bidder is the same for both lots in ICB-14, then he will be determined to be qualified to perform contracts for both lots only if he meets the criteria for both lots given above. Financial resources stipulated in the "Financial Capability" criterion will be aggregated for both lots when making a determination of the bidder's qualifications.
A margin of preference for certain goods manufactured domestically shall be applied.
(7) A complete set of Bidding Documents of each of the three hid packages in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of Pak Rs.3000/- or US $50/- per set. The method of payment will be Demand Draft Pay Order. The Bidding Documents will be collected by the bidder or his representative from the address below. Interested bidders who wish to receive the Bidding Documents through courier should provide an additional amount of Pak Rs.300/- for delivery within Pakistan and Pak Rs.4000/-or US $65/- for delivery overseas per set.
(8) A pre-bid conference will be held at the address below on July 28, 2008 at 1030 Hours, local lime.
(9) Bids (Each page of bidding document to be signed and stamped) must be delivered to the address below at or before 10.00 AM local time on August 28, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidder bidder's authorized representatives who choose to attend in person at the address below at 11:00 AM on August 28, 2008. All bids must be accompanied by a Bid Security of Pak Rs. or an equivalent amount in a freely convertible currency. The required Bid Securities in Pak Rs. are: ICB 08 Lot I Pak Rs.1,040,000/-
ICB 14 Lot I Pak Rs.2,725,059/-
ICB 14 Lot II Pak Rs.164,499/-.
