DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 201818Q022, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is set aside for Small Business. The NAICS 423310 with a size standard of 100 employees. Quotations will only be accepted from approved Small Businesses. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, minority and women-owned businesses. The U.S. Fish and Wildlife Service, Texas Chenier Plain National Wildlife Refuge Complex, Anahuac National Wildlife Refuge (NWR), has a requirement for rough, minimum grade 2, pine timbers treated with Chromated Copper Arsenate (CCA) at 2.5 pounds per cubic foot (pcf) for use in marine environments as specified below in the bid schedule. The Government intends to issue a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Factors used to evaluate offers shall be: 1) Technical Capability of providing product required in this solicitation; 2) Past Performance in providing product of a similar scope; 3) Offers found to be Technically Capable and acceptable Past Performance; award will be made to the lowest price of the offers. Prices must include all costs for furnishing all labor, materials and equipment necessary for the supply and delivery of the subject timber products. PLACE OF PERFORMANCE - Texas Chenier Plain National Wildlife Refuge Complex, Anahuac National Wildlife Refuge, Anahuac, Chambers County, Texas 77514. BID SCHEDULE - Treated Timbers Specifications - The Contractor shall supply/deliver: 1. 3"x8"x16' - rough, grade 2 (minimum), pine, 2.5 pcf CCA - Quantity 552. 3"x8"x20' - rough, grade 2 (minimum), pine, 2.5 pcf CCA - Quantity 1753. 8"x8"x16' - rough, grade 2 (minimum), pine, 2.5 pcf CCA - Quantity 304. 8"x8"x20' - rough, grade 2 (minimum), pine, 2.5 pcf CCA - Quantity 1155. Delivery - FOB Destination Anahuac NWR - Quantity 1 jobBid price must be per unit of issue and include unit price and total extended cost including any discounts. DELIVERY (FOB) - Anahuac NWR, Anahuac, Chambers County, Texas 77514. Delivery shall be made in full before September 30, 2008. Delivery may commence after award of contract. Anahuac NWR will provide a forklift and operator to unload deliveries. All deliveries must be coordinated with the Refuge Manager/Staff to ensure forklift and operator are available.
