The Alpena Combat Readiness Training Center, Alpena, MI, is soliciting for a non-personal service to provide television programming service to the installation. This is an unrestricted solicitation to businesses qualified under the North American Industrial Classification System (NAICS) code 515210, and is being advertised for a base year contract and four option years. DESCRIPTION: The contractor shall provide all supervision, labor, materials, and other items necessary to provide television programming services to the Alpena CRTC, MI. The service is required for approximately 288 televisions located in offices and dormitories located throughout the base. There are no residential dwellings located at this installation. The CRTC will require a Cable TV RF signal to be located to a demarcation point in the area of the property line located east of the main gate entrance. This RF signal shall be a flat 10-15 dbm level. The CRTC requires, at a minimum, the channel line-up to consist of the four major networks NBC, CBS, ABC, and FOX, a Public Broadcast Service (PBS), UPN, one independent satellite channel (TBS, WGN, etc.), a news channel (CNN, MSNBC, FOX0, and sports programming channels such as ESPN and FOX sports. This signal will be used by the CRTC communication personnel for redistribution to the CRTC base CC TV system. The responsibility of maintenance for the CRTC CCTV system will fall upon the Government. This signal will have several channels blocked and local programming inserted for CRTC broadcasts. Interested contractors that qualify under these conditions are encouraged to participate and can obtain a copy of the performance work statement and solicitation by going to the website http://nationalguardcontracting.org or may request a copy to be emailed to them. All prospective offerors must have a commercial and government entity code (CAGE Code) and be registered in the Central Contractor Registration (CCR) at www.ccr.gov. The solicitation shall be posted to the website on or about 1 Aug 08. There will be a site visit conducted. The time and date of the site visit shall be established in the solicitation. The anticipated award date is 1 Sep 08. This notice does not obligate the Government to award a contract, it does not restrict the Governments ultimate approach, nor does it obligate the Government to pay for any proposal preparation cost, the contractor for any costs associated with preparing or substituting a response to this notice.
