REQUEST FOR EXPRESSIONS OF INTEREST (EOI) - TENDER NO. ME – O11/2007/08/C/08

FOR

PROVISION OF CONSULTANCY SERVICES FOR HARMONIZATION OF WATER RELATED NATIONAL POLICIES, LAWS, STRATEGIES AND PLANS

1. This request for expressions of interest follows the General Procurement Notice for this project that appeared in the United Nations Development Business, under notice no.WB320-696/07 of 17th January, 2007.

2. The government of the United Republic of Tanzania through the Ministry of Water and Irrigation (MoWI) has set aside funds for Implementation of Water Sector Development Programme (WSDP). It is intended that part of the funds will be applied to cover eligible payments under the contract for Provision of Consultancy Services for Harmonization of Water Related National Policies, Laws, Strategies and Plans.

3. The scope of the services will entail the following main activities:
• Review existing water and related national sector policies, legislation, strategies and plans to identify key water resources issues, gaps, overlaps that may hinder realization of maximum benefits from the use of water resources on equitable manner based on IWRM principles.

• Elaborate for implementation linkages of National Water Policy 2002 and other National policies to national targets and goals (e.g. Vision 2025, MKUKUTA, and Millennium Development Goals).

1• Identify/define specific infrastructure, institutional strengthening and capacity - building required to effectively implement the water resources aspects of the harmonized policies, legislation, strategies and plans.

2• Develop specific guidelines, procedures and regulations, and prepare publications for specific areas of inter-agency cooperation and implementation arrangements.

3• Presentation to stakeholder workshops the outcome of the review, the issues identified, the proposed harmonization, recommended interventions and capacity building.

4. The Ministerial Tender Board now invites eligible consultants to express their interest in providing the above services. 5. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: “Selection and Employment of Consultants by World Bank Borrowers” dated May 2004; Revised October 2006.

6. This is not a request for proposals. After review of the expressions of interest, a shortlist will be prepared and those short-listed Consultants will be invited to submit their proposals (technical and financial) through a letter of invitation including the terms of reference for the consultancy services.

7. Interested consultants may obtain further information at the address below during office hours from 8:00 to 15:30 hours on Mondays to Fridays inclusive, except on public holidays.

8. Expressions of Interest in a sealed envelope clearly marked Tender No. ME – O11/2007/08/C/08 for the Expression of Interest for Provision of Consultancy Services for Harmonization of Water Related National Policies, Laws, Strategies and Plans must be delivered to the address below by 10:00 hours local time on Thursday 31st July, 2008.
