FOR PROVISION OF CONSULTANCY SERVICES FOR DETAILED ENGINEERING DESIGN AND PREPARATION OF TENDER DOCUMENTS AND CONSTRUCTION SUPERVISION FOR IMPROVEMENT OF WATER SUPPLY AND SEWERAGE IN SONGEA MUNICIPALITY
AND DETAILED ENGINEERING DESIGN, PREPARATION OF TENDER DOCUMENTS AND SUPERVISION OF WATER SUPPLY IN MBINGA TOWNSHIP

1. This request for expressions of interest follows the General Procurement Notice for this project that appeared in the United Nations Development Business, under notice No.WB320-696/07 of 17th January, 2007.

2. The government of the United Republic of Tanzania through the Ministry of Water and Irrigation (MoWI) has set aside funds for Implementation of Water Sector Development Programme (WSDP). It is intended that part of the funds will be applied to cover eligible payments under the contract for Provision of Consultancy Services for Detailed Engineering Design, Preparation of Tender Documents and Supervision of Construction of Water Supply and Sewerage System in Songea Municipality and Detailed Engineering Design, Preparation of Tender Documents and Supervision of Water Supply in Mbinga Township.

3. The services to be carried out by the consultant for the Songea Urban Water Supply and Sewerage System will include: - (i) Review of tender documents for the remaining works of phase II - Urban Water Supply and Sanitation Project and supervision of construction (ii) Detailed engineering design and construction supervision for the proposed impounding reservoir dam at Ruhila catchment, water supply extension and for sewerage System it include detailed design of sewer network and waste stabilization ponds to expand the present coverage. (iii) Detailed design and supervision of water supply system to cover Mbinga Township.

4. The Songea Urban Water Supply and Sewerage Authority (SOUWASA) Tender Board now invites eligible consultants to express their interest in providing the above services. Interested firms must submit information indicating that they are qualified and capable of performing the services. 5. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: “Selection and Employment of Consultants by World Bank Borrowers” dated May 2004; Revised October 2006.

6. This is not a request for proposals. After review of the expressions of interest, a shortlist will be prepared and those short-listed Consultants will be invited to submit their proposals (technical and financial) through a letter of invitation including the terms of reference for the consultancy services.

7. Interested consultants may obtain further information at the address below during office hours from 8:00 to 15:30 hours on Mondays to Fridays inclusive, except on public holidays.

8. Expressions of Interest in a sealed envelope clearly marked Tender No. SOUWASA/TB-WSDP/01/2008/2009 for the Expressions of Interest for the Provision of Consultancy Services for Detailed Engineering Design, Preparation of Tender Documents and Supervision of Construction of Water Supply and Sewerage System in Songea Municipality and Detailed Engineering Design, Preparation of Tender Documents and Supervision of Water Supply in Mbinga Township must be delivered to the address below by 10:00 hours local time on Wednesday, 30th July, 2008.
