1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business No. 660 of 16 August 2005.

2. The Government of Islamic Republic of Iran has received a loan from the International Bank for Reconstruction and Development toward the cost of Bam Earthquake Emergency Reconstruction Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Rehabilitation of Highway from Abaregh to Rostamabad - Lot -2.
3. The Road and Transportation General Office of Kerman Province (South Section), serves as the implementing agency for the project now invites sealed bids from eligible bidders for Rehabilitation of Highway from Abaregh to Rostamabad (Lot 2). The details of this procurement are given below:

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria mentioned in Clause 5 of ITB.
5. Interested eligible Bidders may obtain further information from the Road and Transportation General Office of Kerman Province and inspect the bidding documents at the address given below from 0800 hrs to 1400 hrs on any working day (Saturday to Wednesday).

6. A complete set of bidding documents may be purchased by interested eligible bidders from the above office upon payment of a nonrefundable fee of 5,000,000 Rials in the form of Demand Draft or Bearer Cheque in favor of Road and Transportation General Office of Kerman Province payable at Kerman. The Bidding Documents will be sent by courier. The documents shall be available for sale from IST 0800 hrs to IST 1200 hrs from June 14, 2008 and up to July 28, 2008 (both days inclusive) excluding holidays.
7. Bids must be delivered to the address given below on or before August 13, 2008 1300 hrs Iran Time. All bids must be accompanied by a bid security in the amount as indicated in table above. Bid Security will have to be in any one of the forms as specified in the clause 17 of ITB (Instruction to Bidders) and in strict conformance with the sample form provided and acceptable to the purchaser. Bid security not conforming to this requirement shall constitute the rejection of the bid. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address given below at August 13, 2008 1315 hrs Iran Time.
