REQUEST FOR EXPRESSIONS OF INTEREST (EOI) - TENDER NO. ME – O11/2007/08/C/01

FOR

PROVISION OF CONSULTANCY SERVICES FOR WATER RESOURCES MANAGEMENT AND DEVELOPMENT FINANCING OPTIONS IN TANZANIA

1. This request for expressions of interest follows the General Procurement Notice for this project that appeared in the United Nations Development Business, under notice no.WB320-696/07 of 17th January, 2007.

2. The government of the United Republic of Tanzania through the Ministry of Water and Irrigation (MoWI) has set aside funds for Implementation of Water Sector Development Programme (WSDP). It is intended that part of the funds will be applied to cover eligible payments under the contract for Provision of Consultancy Services for Water Resources Management and Development Financing Options in Tanzania.

3. The services to be carried out by the consultants will include:-
(i) to determine the economic value of water in its competing uses in all the 9 basins of Tanzania,
(ii) to make a quick assessment of financing needs for water resources management and development for all water using and water impacting sectors at all levels-national (and transboundary), basin (all 9 basins), catchment, sub-catchment and user levels, and
(iii) to design financing options for the 9 river basins and for national level WRM interventions in the short, medium and long term, which will be further detailed during preparation of basin-specific IWRM plan.

4. The Ministerial Tender Board now invites eligible consultants to express their interest in providing the above services. Interested firms must submit information indicating that they are qualified and capable of performing the services. The information should include: brochures related to past assignment, descriptions of previous experience with similar assignments, the names and contact address of clients served, availability of appropriate skills among staff etc. Consultants may associate to enhance their qualifications.

5. A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: “Selection and Employment of Consultants by World Bank Borrowers” dated May 2004; Revised October 2006.

6. This is not a request for proposals. After review of the expressions of interest, a shortlist will be prepared and those short-listed Consultants will be invited to submit their proposals (technical and financial) through a letter of invitation including the terms of reference for the consultancy services.

7. Interested consultants may obtain further information at the address below during office hours from 8:00 to 15:30 hours on Mondays to Fridays inclusive, except on public holidays.

8. Expressions of Interest in a sealed envelope clearly marked Tender No. ME – O11/2007/08/C/01 for the Expression of Interest for Provision of Consultancy Services for Water Resources Management and Development Financing Options in Tanzania must be delivered to the address below by 10:00 hours local time on Thursday 31st July, 2008.
