HBOR invites individual consultants to express their interest in providing the above consulting services. Interested consultants should provide information indicating that they are qualified (CV with education level, experience, knowledge of the local conditions) to perform the above services and particularly in the field of renewable energy sources technology and project management. Consultant must have at least engineering level, majoring in energy engineering. The expert will be fluent in spoken and written Croatian and English languages. The following are particular requirements:

General requirements:
- Fluent in English, both written and spoken;
- Fluent in Croatian, both written and spoken;
- Good communication skills;
- Good reporting skills;
- University degree in an engineering field related to energy.

General professional experience:
- In-depth knowledge of the relevant professional area;
- Minimum 10 years of work experience in field related to energy;
- Experience with energy policy;
- Experience with technical, legal and economic issues in energy sector.

The advantage will be given to consultants with following experience:
- Work experience related to power sector of Croatia;
- Experience in the process of construction: designing, construction and surveillance.
- Experience in renewable energy sector of Croatia;
- Experience with technical evaluation of the projects;
- Experience with licensing procedure in Croatia;

The Government of the Republic of Croatia has received a grant from the Global Environmental Facility Trust Fund (GEF), through the International Bank for Reconstruction and Development (IBRD) as the Implementing Agency of the GEF, for financing the implementation of the Renewable Energy Resources Project (RER Project) and intends to apply part of the proceeds towards the work of the individual consultant in Renewable Energy Advisory Facility (REAF).

The main aim of the Project is to support the development of economically and ecologically sustainable market of renewable energy resources. The grant beneficiary is the Ministry of the Economy, Labour and Entrepreneurship, and the Implementing Agency of the Project is Hrvatska banka za obnovu i razvitak (HBOR) with participation of the Environmental Protection and Energy Efficiency Fund (EPEEF). Within the framework of the Project implementation, in the part of providing technical assistance support for renewable energy Project Preparation Support, it has been planned to engage an individual consultant who will integrate into Renewable Energy Advisory Facility (REAF) within Ministry of the Economy, Labour and Entrepreneurship (MoELE), by providing technical assistance necessary for successful activity in process of project preparation support and development of particular renewable energy resources projects.

Scope of Services:

Renewable Energy Advisory Facility (REAF) is a body within MoELE, which will support developers, banks and other project sponsors (municipalities), by providing advice and know-how on financing, permitting, feasibility studies and other development activities. It is the intention to provide national best practice guidelines to minimize the possibility of developers ‘re-inventing the wheel’.

Aim of this procurement is to assure technical assistance through engagement of individual consultant who will be integrated in work of REAF. Consultant will provide technical assistance necessary for successful activity in project preparation support, especially in support to project developers in administrative procedure issues related to administrative steps that RER projects have to undertake. Also, the technical assistance will increase the capacity of MoELE to provide such support, even after this technical assistance ends. On the basis of the aforementioned, the following tasks are needed:

1. Provide project preparation support and know-how to project developers.

2. Provide support in handling the Registry of Renewable Energy Resource and Cogeneration Projects and Privileged Producers (RERCPPP Registry).

3. Capacity building of MoELE in project preparation support.

4. Participation in the monitoring of the RER Project.

Work of the individual consultant will be obligatory in the premises of the MoELE, and will be part time. The volume of workload and the estimation of time consumed will be determined every month in advance, taking into account the needs and the total budget envisaged for this assignment. The duration of the contract will be up to 31.03.2010.
