Expressions of interest

The Government of the Islamic Republic of Afghanistan has received a grant from the World Bank toward the cost of achieving Sustainable Development of Natural Resources in Afghanistan. The Project is being implemented through a Program Management Unit (PMU) within the Ministry of Mines.
The Ministry is now seeking an individual consultant to act as Environmental Adviser to the Minister of Mines on matters relating to Environment. However, since exploration and mining in the country are still in their early stages of development, the Consultant will be required also to help with other activities in the Ministry.

Total assignment will be for 1 year with extensions up to 3 years available by agreement.

The Consultant will reside in Kabul and will have the following responsibilities:

• advice on all aspects relating to environmental issues
• advice on all legal aspects relating to compliance under contracts for exploration or exploitation of minerals, rocks and hydrocarbons in terms of actual or potential environmental impacts as defined in the minerals and hydrocarbons legislation, and environmental legislation;
• advice on whether the proposals relating to mineral development activities as proposed by potential investors constitute a world’s best practice approach in relation to environmental protection;
• background information on the previous environmental performance of companies wishing to invest in the minerals sector in Afghanistan and on their specific proposals;
• advice and support to the Minister on environmental issues in negotiating legal agreements ;
• advice on environmental aspects of small-scale (artisanal) mining and the regulation of activities;
• liaison as necessary and appropriate with the National Environmental Agency (NEPA) and report back to the Minister of Mines.
• contributions to the Minerals sector Strategic Environment & Social Assessment (SESA) project funded by the World Bank;
Candidates should fulfil the following requisites:

• A degree in geology , mining engineering or environment
• At least 15 years experience working in environmental geology issues related to natural resources
• understanding of public sector institutional development and capacity building;
• Excellent English writing and communication skills; and
• Knowledge of Farsi or Dari, and Russian would be an advantage

The consultant will be selected in accordance with the procedures set out in the World Bank’s Section V of Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
