REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTING SERVICES:
INSTITUTIONAL SUPPORT TO VIETNAM INLAND WATERWAY ADMINISTRATION(Contract No.: CS-D2)
The Ministry of Transport has applied for a credit from the International Development Association (IDA) toward the cost of the Mekong Delta Transport Infrastructure Development Project (MDTIDP), and intends to apply part of the proceeds of this Credit to payments for Institutional Support to Vietnam Inland Waterway Administration.
This Technical Assistance (TA) program for institutional support to VIWA under the Ministry of Transport (MOT) should enhance inland waterway transport as part of a multi-modal transport system and should support VIWA in managing the inland waterways network. More specifically the objectives of the T A are: 1. Extension of the asset management database to the remainder of the primary waterway network
in the Mekong and Northem Deltas, including waterways upgraded in the Mekong Transport Infrastructure Development Project (MTIDP);
2. Development of a framework for planning of and budgeting for sustainable inland waterway management and maintenance programs, including management of the safety function. This Includes planning management, operations and licensing of ports and landings stages;
3. Development of a framework for environmental management of port and ferry operations on the waterways;
4. Recommendations of sustainable financing options for the development of the inland waterway sector;
5. Provide planning techniques that support multi-modal transport development in the Mekong and Northem Deltas whereas it is important that these planning techniques are developed in conjunction with the roads and waterway sectors and with national and provincial governments;
6. Improve management and operations of the river ports in the Mekong and Northern Deltas;
7. Institutionalizing waterway standards
8. Capacity building for inland waterways and multi-modal transport operations including the
developing of training school curriculum and training programs.
9. Provide advisory services to VIWA regarding project implementation management and
1O.Support to the secretariat of the MDTIDP project steering committee including the monitoring of
two logistics corridors in the Mekong Delta.
The Contract period will be 48 months.
The Project Management Unit of Waterways (PMU-W) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The information should be provided by hard copy (via post) and electronic copy (via Email). Consultants may associate to enhance their qualifications.
Consultant selection will be carried out in accordance with the procedures set out by Bank's Guidelines: Selection and Emolovment of Consultants bv World Bank Borrowers (May 2004 edition).
