REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTING SERVICES:
SUPPORT TO MINISTRY OF TRANSPORT ON DEVELOPING MUL TIMODAL TRANSPORT (Contract No.: CS-D1)
The Ministry of Transport has applied for a credit from the International Development Association (IDA) toward the cost of the Mekong Delta Transport Infrastructure Development Project (MDTIDP), and intends to apply part of the proceeds of this Credit to payments for Support to Ministry of Transport on Developing Multimodal Transport.
The objective of the Consultancy is to assist the Government of Vietnam in implementing a regulatory framework for multi modal transport with an aim of encouraging a transport and logistics Industry best able to meet Vietnam's trade and economic growth objectives. This would enhance Vietnam's regional trade within the context of AFT A and GMS; as well as its global trade once it acceded to WTO.
In meeting these objectives, the Consultancy should:
1. Draft a new Decree on Multimodal Transport;
2. Draft or amend the laws and regulations governing the various transport modes;
3. Draft a MOT policy, guidelines, procedures and model documents/agreements for strengthening competition, transparency and accountability in private-sector
participation In multimodal transport infrastructure;
4. Draft a comprehensive business plan to transition the Vietnam Railway Corporation (VRC) to the new regime envisaged In the Railways Law;
5. Provide planning techniques that support multi-modal transport development In the Mekong Delta; 6. Attend monthly meetings of a newly to establish Coordinating Committee;
7. Assist and provide guidance to Vietnam Road Administration (VRA), Civil Aviation
Administration (CAAV), Vietnam Inland Waterways Administration (VIWA), Vietnam Railway Administration (VNRA) and VINAMARINE in carrying out the recommendations of the "Vietnam: Multimodal Transport Regulatory Review (2006)".
The Contract period will be 12 months.
The Project Management Unit of Waterways (PMU-W) now Invites eligible consultants to Indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the service's (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The information should be provided by hard copy (via post) and electronic copy (via Email). Consultants may associate to enhance their qualifications.
Consultant selection will be carried out in accordance with the procedures set out by Bank's Guidelines: Selection and Employment of Consultants by World Bank Bo"owers (May 2004 edition). Interested consultants may obtain further information at the address below during office hours 09.00 AM to 04.00 PM (except Saturday and Sunday).
