INVITATION TO TENDER

Vietnam Mobile Telecom Service Company (VMS) prepares for a tender according to Law on Tendering for the Tender Lot: "SUPPLYING SIMCARDS 64K" to carry out the Project: "PURCHASING SIMCARDSANDSCRATCH CARDS".

VMS would like to invite all Tenderers to join in the above tender.

Tendererwill be bought a set offiidding Document at:

VMS Head Office, Procurement Department
216 Tran Duy Hung Street, Cau Giay District, Hanoi, Vietnam with a tender's fee 1,600,000 Vietnamese Dong.
The set of Bidding Document will be sold from 9.00AM on 14th July 2008 to before 9.00AM on 15th August 2008 (Vietnam time).

Bid document, which is requested to be submitted before the closing date and time at 9.00AM on 15 August 2008 (Vietnam time) to the address of VMS Head Office - 216 Tran Duy Hung Street, Cau Giay District, Hanoi, Vietnam must be attached the Tender Security of 60,000 USD (Sixty thousand US
Dollars) that is issued by a legal bank.

Bid document will be opened for evaluation right after the closing date and time at VMS Head Office
