Requirement:
EAP: The Correctional Service of Canada (CSC), Atlantic Region requires a contracted individual for short-term psychological counselling from an accredited Psychologist within the framework of the Federal Government Employee Assistance Program (EAP) to employees, and their dependents, who are employed in the Atlantic Region, as and when required basis. Counseling will be in Moncton. Counseling shall be face-to-face and must be approved by a CSC EAP Referral Agent. Contractor must provide twenty-four hour service, seven days a week.
CISM: The Correctional Service of Canada (CSC), Atlantic Region requires a contracted individual for ensuring that CSC employees involved in critical incidents are quickly supported for intervention by an accredited Psychologist, PHD. The Contractor must conduct training sessions on CISM interventions and be a certified trainer approved by the Canadian Critical Incident Stress Foundation and the International Critical Incident Stress Foundation. Conduct CISM debriefings or other CISM interventions anywhere in the Atlantic Provinces. Such CISM interventions are to be approved by the Regional EAP Coordinator in Advance. Conduct CISM debriefings or defusing within 24-72 hours following the incident anywhere in the Atlantic Provinces. Provide advice to CSC Management or CISM Team Members, as required.


Objectives:

EAP: To foster and maintain the well-being and productivity of employees by providing confidential assistance or short-term counseling to those who are experiencing personal or work related problems.
CISM: To provide services related to Critical Incident Stress Management (CISM), as Correctional Service of Canada (CSC) employees are likely to be involved in critical incidents due to the nature of their work.


Scope:
EAP: The purpose of this program is therefore to provide a variety of services. These include: Professional qualified assistance to employees and their families when required to assess the nature of the issues presented. Provide short-term counselling when appropriate, and make referrals to the most appropriate source of help. Professional consultation/advisory services to Managers, supervisors and union representatives. Information and educational sessions on issues related to individuals and organizational well-being. Services shall be delivered at the office of the contractor or others, according to the case.
CISM: Critical Incident Stress Management is a program designed primarily for employees who are likely to be involved in critical incidents. The first element is preventive, aimed at educating and preparing employees to deal with potential hazards of being exposed to very stressful events, and second, it focuses on providing support, assistance and follow-up services to individuals who have been involved in critical incidents.


Summary of the Statement of Work:

CISM Statement of Work

The Contractor shall provide the following services to the Correctional Service of Canada on an as and when required basis:

Conduct Critical Incident Stress Management debriefings or other CISM interventions in person within 24-72 hours following an incident anywhere in the Atlantic Provinces when required by CSC. Such CISM interventions are to be approved by the Correctional Service of Canada Regional EAP Coordinator, or a Warden, or a District Director, in advance.

Provide advice to CSC Management or CISM Team Members.

The Contractor may be required to travel on behalf of the Correctional Service of Canada in the Atlantic Provinces. Such expenses, are the responsibility of the Contractor.

CISM intervention sessions shall normally not exceed four hours each. Interventions beyond four hours must be approved by the Regional Employee Assistance Program Coordinator or delegate.

On rare occasions, to provide emergency CISM interventions by telephone, if approved by the Regional Employee Assistance Program Coordinator or delegate.

The contractor shall dispose of all materials/documentation related to the services, as per the professional practice guidelines and ethical principles.

The contractor shall remain neutral in conflicts between the client, the union, or management.

The contractor shall conduct training sessions on Critical Incident Stress Management interventions as required. This includes the basic, advanced and continuous. Training must be provided in both official languages.

The contractor shall promptly supply invoices for CISM intervention services rendered, within 30 days from the date of service.

There is no guarantee as to the level of services required. The number of interventions will depend on the nature of the staff requirements.

CISM interventions shall be provided in both official languages.

Additionally, more precise direction related to CISM is provided by CSC policy via Commissioner’s Directives (CD) as follows:

Guidelines 253-2 Critical Incident Stress Management

The Contractor must provide services in both official languages for CISM.


Mandatory requirements for CISM:
Must have a PHD Degree in Psychology. Must be registered under the Psychologist Registration Act and must be in good standing. Proof is required.

Significant experience as an Employee Assistance Program service provider. Significant is defined as 5-7 years of experience in the field.

Extensive experience in assessing and counseling victims of critical incidents in a Federal Correctional Environment. Extensive is defined as 8-10 years of experience in the field.

Must provide Twenty-four hour service, seven days a week. Must provide flexible hours (including evenings, weekends and holidays) to accommodate CSC employees.

Certified trainer in Critical Incident Stress intervention approved by the Canadian Critical Incident Stress Foundation and International Critical Incident Stress Foundation. Proof is required.

Proof of being a member of recognized Mental Health Association , with the province of New Brunswick.

Proof of being a member of the Canadian Critical Incident Stress Foundation and the International Critical Incident Stress foundation.

Contractor shall provide services in both official languages.

Contractor must provide face to face on a daily basis, within 24-72 hours.

Office must be located in the Greater Moncton Area.

The contractor must ensure that any subcontractors must meet all the requirements. Any subcontractor must be approved by CSC.

Resumé is required.

Contractor must provide proof of Contractor’s liability insurance to the amount of $2,000,000.


EAP Statement of Work:

The Contractor shall provide short term counseling to Correctional Service of Canada employees in Atlantic Canada and their dependents, as identified and referred by the Employee Assistance Program (EAP) referral agents for assistance with personal and/or work related problems that are interfering with their quality of life and/or work performance, including counseling, as required, in the following:

            Mental Health
            Work related Issues
            Couple, Parent-Child Issues
            Separation and Divorce Mediation/Custody
            Habit Control (alcohol, drugs, gambling...)
            Suicidal Behavior
            Stress Management
            Trauma
            Sexual Issues            
            Loss/Grief
            Financial
            Family Violence Treatment
            Referral / Information

This is not an all-inclusive list. For other items that are not included on the above list, please consult with the CSC delegate. All counseling shall be done face to face.

The Correctional Service Canada Employee Assistance Program offers assistance, advice, referral, short-term counselling and follow-up services. Short-term counselling is provided primarily to assist employees and their dependants to deal with health, work, and personal problems. Employee Assistance Program services provided by CSC are not intended to replace community counselling services that are available. In most cases, up to eight appointments are normally sufficient to resolve the situation. Correctional Service Canada’s program allows for additional sessions, when approved by the Departmental Representative/Project Authority, following an evaluation of the needs and the situation. Once the contractor determines that the case will require more than six sessions, the contractor is required to contact the Departmental Representative/Project Authority for authorization to continue services.

Short-term counseling is defined as “discussions leading to identification of clients’ problems, normally up to three sessions”.

“Dependant” is defined, as a spouse, common law spouse or a child, (this includes a child attending school and residing outside the family home).

Individual counseling sessions shall consist of one hour each. Counseling beyond six sessions per Correctional Service of Canada case must be approved by the Regional Employee Assistance Program Coordinator.

Counseling sessions shall be delivered only by counselors who are pre approved by the Regional EAP Coordinator.

The Contractor shall provide a convenient contact (i.e. receptionist, answering machine or pager) to arrange client appointments between 08:00 hours and 17:00 hours, Mondays through Fridays. All calls received between these hours are to be returned as soon as possible, preferably within one working day, but not to exceed two working days from the day they are received.

To be available for counseling clients between 08:00hours and 17:00 hours, Mondays through Fridays.

To be available for the first interview with the client within 5 to 7 working days from the time of initial contact/referral unless otherwise agreed upon.

To provide after hours counseling services in emergency situations. On rare occasions, to provide emergency counseling by telephone, if approved by the EAP referral agent.

Late cancellation and missed appointments are not the responsibility of Correctional Service Canada and the onus is on the contractor and client to resolve any such cases. The contractor must be able to provide service on a daily basis, with flexible hours to accommodate clients from Mondays to Fridays (except for statutory holidays). Person-to-person services must be available during normal working hours. Scheduling of appointments will be arranged between the client and the contractor. It is preferable that appointments for Correctional Service Canada staff not be booked simultaneously.

Counseling sessions for victims of serious critical incidents in the CSC workplace shall first be billed to the applicable Workers Compensation Board. The CSC agrees to pay the Contractor for up to three sessions, should the Workers Compensation Board not approve such claims.

Requests for services shall be authorized verbally or in writing from any one of the region's Employee Assistance Program referral agents. A list of EAP referral agents who are authorized to refer CSC employees and their immediate family members to the contractor will be supplied to the contractor by the Correctional Service of Canada.

The contractor must use their own identity codes to refer to CSC clients on invoices and reports rather than the client names. The reports shall include the following information: Client Identification Number, Date Seen, Date of Referral; Name of Referral Agent, Hours this Visit; Hours to Date since April 1rst of the current fiscal year (fiscal years run April 1 to March 31rst). These reports are to be provided at no cost to Correctional Service Canada.

The contractor shall remain neutral in conflicts between the client, the union, or management.

The Contractor must provide services in both official languages for EAP or CISM.


Period of the contract:
The contract shall be in effect from November 1, 2008 until October 31, 2009, with the possibility of options of renewal for two (2) subsequent years for the next period:

Option Period 1: November 1, 2009 to October 31, 2010
Option Period 2: November 1, 2010 to October 31, 2011


Location:
The CISM shall be provided to Correctional Service of Canada employees situated at various locations in the Atlantic Region and their families. The contractor must have an office to provide EAP and CISM services at an immediate central location of the Regional Correctional Service of Canada office located in the City of Moncton.
