Background:
Springhill Institutional is a federal medium institution which houses the Regional Reception Center (RRC). Psychiatric Services must be provided to inmates mandated by the Conditions and Conditional Release Act and the Health Services Policy of the Correctional Services of Canada.


CURRENT REQUIREMENT:
The Correctional Service of Canada (CSC) intends to establish a contract for the provision of psychiatric services to inmates located at Springhill Institution.


Deliverables:
The following scope of work applies to each of the four contracts. Work to be performed under the contract includes, but is not limited to the following:

The contractor shall provide on-going psychiatric services to offenders at Springhill Institution as required by the Department and as follows:
1. Assess, treat and follow-up on offenders requiring psychiatric care;
2. Provide professional advice to Institutional staff regarding offenders' psychiatric treatment and management within the Institution;
3. Participate in Case Conferences as required;
4. Participate in Regional Meetings as required;
5. Review offenders that have been admitted from the street or other institutions, to either continue their treatment or revise appropriately;
6. To provide advice with respect to withdrawing offenders from medication
that is not judged to be appropriate at the current time, or drugs used for non-medical purposes;
7. Participate and prepare documentation for admissions to the Shepody Healing Centre or for transfer to provincial psychiatric institutions, as required;
8. The contractor shall provide the Department with on-going written Progress Note Reports, Psychiatric Reports and/or Psychiatric Intake Assessments for each offender assessed and/or treated.


Mandatory requirements:
To fulfill the requirements of the contract, the contractor must have the following qualifications and experience:

Must have a specialist designation in Psychiatry
Must be registered with the College of Physicians and Surgeons of Nova Scotia
Must be a fellow of the American College of Forensic Psychiatry
Must have at least 2 years experience working as a Psychiatrist in a forensic institution setting
Must be able to obtain a Correctional Service of Canada (CSC) Security Clearance to the level of Enhanced Reliability.


CONTRACT PERIOD:
The contract is for a period of one year (August 1, 2008 to July 31, 2009) with an option to renew for two additional one-year periods (August 1, 2009 to July 31, 2010; August 1, 2010 to July 31, 2011)

ESTIMATED COST:
It is intended to award this service contract in the range of $250,000 to $500,000. This amount includes the contract year and the two option years.

Limited Tendering Reasons:
The contract is proposed under the Government Contracting Regulations,
Section 6 (d) that states "only one person or firm is capable of performing the contract".

There are a restricted number of psychiatrists in the Province of Nova Scotia who are willing and available to offer services at Correctional Institutions. A shortage of psychiatrists exits in the Springhill Nova Scotia area. Because of the shortage of service providers we believe that Dr. Emmanuel Aquino, Inc. is the only licensed service provider willing and available to provide the necessary services at Springhill Institution..

This requirement is not subject to the trade agreements.

INTELLECTUAL PROPERTY:
The Intellectual property arising from this contract will rest with the Crown.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the Contracting Authority identified on or before July 14, 2008 at 10:00 a.m. (AST)

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

Statements of capabilities must be mailed or faxed on or before the closing date. Statements of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation.

Suppliers that have submitted a statement of capabilities will be notified in writing of CSC's decision to continue with the non-competitive procurement or to compete the requirement.

Should you have any questions concerning this requirement, contact the contracting officer identified herein. The CSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.

WHAT IS AN ADVANCE CONTRACT AWARD NOTICE (ACAN)?
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
