BAC RESOLUTION RECOMMENDING NEGOTIATED PROCUREMENT FOR THE PROJECT: REPAIR AND IMPROVEMENT OF WATER SYSTEM

WHEREAS, the Bicol University, requests through the Bids and Awards Committee for the procurement of the project: Repair and Improvement of Water System with an approved budget for the contract equivalent to Four Million Eight Hundred Twenty Five Thousand Pesos (Php4, 825, 000.00);

WHEREAS, the said properties was heavily damaged by Typhoon Reming and needs immediate repair;

WHEREAS, the proposed repair and improvement is necessary to prevent further damaged to or loss of life or property and to restore vital public services, infrastructure facilities and other public utilities:

WHEREAS, the negotiated procurement shall be made with a previous supplier, contractor or consultant of good standing of the procuring entity concerned, or a supplier, contractor or consultant with good standing situated within the vicinity where the calamity or emergency occurred, per Section, 54.2 of IRRA of RA 9184.

NOW THEREFORE, We, the Members of the Bids and Awards Committee hereby resolve as it is hereby RESOLVED to resort to NEGOTIATED PROCUREMENT as an Alternative Mode of Procurement for the above mentioned project and to recommend for approval by the President of the Bicol University.

RESOLVED, this 9th day of May 2008 at Legazpi City.

REQUEST FOR PROPOSALS
Repair and Improvement of Water System

The Bicol University, through the Calamity Assistance Rehabilitation Effort (CARE) Fund as per Republic Act 9401, intends to apply the sum of Four Million Eight Hundred Twenty Five Thousand Pesos (Php4, 825, 000.00) being the Approved Budget for the Contract to payments under the contract: Repair and Improvement of Water System.

The Bicol University now invite Sisam Construction and Supplies, Legazpi Premium and Development Corporation and Lanuzo Construction and Supply to submit eligibility, technical and financial proposals for the Repair and Improvement of Water System on July 4, 2008.

The BAC will issue Request for Proposals upon payment of a non-refundable amount of Ten Thousand Five Hundred Pesos (Php10, 500.00) to the Bicol University - GASS Cashier.

Procurement will be conducted through NEGOTIATED PROCUREMENT, an alternative method of procurement specified and prescribed under Rule XVI - Alternative Modes of Procurement, Section 53 - Negotiated Procurement, of the Implementing Rules and Regulations Part-A (IRR-A) of Republic Act No. 9184 (R.A. 9184), otherwise known as Government Procurement Reform Act.

Contractors shall submit its eligibility, technical and financial proposals on or before July 4, 2008, 12:00 NN to the BAC Secretariat, G/F General Administration Bldg., Bicol University, Legazpi City.

Bicol University reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the Bicol University, for and in behalf of the project. Bicol University assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
