This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. NAVSURFWARCEN Crane Division has a requirement for Research and Development of enabling sub-systems for the Next Generation of Radars (NG Radars) and Common Data Sensor Architecture (CDSA) Program in support of Integrated Warfare Systems 2 (IWS 2) as follows: The R&D shall include research, design, development, and delivery of sub-systems for use in the NG Radars and the CDSA Program including requirements to prototype the NG Radar, research into the Transmit/Receive (TR) module technology, developing optical radar methodologies, analysis of air defense radar including jamming, RF transmitting versus receiving; research for RF propagation, high powered testing, deep level transient spectroscopy and secondary ion mass spectroscopy. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from Penn State Universitys Electro-Optics Center (EOC). The proposed Contract type is CPFF for Research and Development The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 15 August 2008. Closing date will be on or about 15 September 2008. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
