Procurement of Earthmoving Equipment – four lots

This is an update of the notice that was published in dgMarket on-line on July 8, 2008 and in United Nations Development Business (UNDB) on-line on July 9, 2008 (notice number WB2744-731/08). Please be advised that changes have been made in paragraph 3 for the bid security, which can now be either in US Dollars (USD) or in Iranian Rials (IRR) or Euro (EUR) or Great Britain (UK) Pound (GBP) in addition to US Dollars.
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, on November 2, 2006.
2. The Government of Islamic Republic of Iran has received a Loan from the International Bank for Reconstruction and Development toward the cost of Bam Earthquake Emergency Reconstruction Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Earthmoving Equipment.
3. The Bam Reconstruction Office now invites sealed bids from eligible and qualified bidders for Procurement of 40 units of Motor Graders, 15 units of Wheel Excavators, 6 units of Crawler Dozers, and 30 units of Vibratory Rollers in four lots.

Bid Security: USD 150,000 (US Dollars one hundred fifty thousand) or IRR 1.400,000,000 or EUR 96,000 or GBP 76,000.

Bid Security: USD 35,000 (US Dollars thirty five thousand) or IRR 325,000,000 or EUR 22,000 or GBP 17,800.

Bid Security: USD 30,000 (US Dollars thirty thousand) or IRR 280,000,000 or EUR 19,200 or GBP 15,300.

Bid Security: USD 30,000 (US Dollars thirty thousand) or IRR 280,000,000 or EUR 19,200 or GBP 15,300.

4. Bidding shall be conducted through the International Competitive Bidding (ICB) procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Bam Reconstruction Office from 8:00 A.M until 4:00 P.M from Saturday to Wednesday.
6. Qualifications requirements include: evidence of business of a similar nature for a minimum of Ten years, documentary evidence to demonstrate that the Graders, Excavators, Dozers, and Rollers meet Euro 2 standards or equivalent and an average annual turn over of at least 20 million US dollars for Lot-1 and Lot-2, and 10 million US dollars for Lot-3 and Lot-4 in the last 5 years. Additional Qualification details are provided in the bidding documents.
If an Agent submits bids on behalf of more than one Manufacturer, each such bid should be accompanied by a separate Bid Form for each bid and a Bid Security, for each bid, and an authorization from the respective Manufacturer, otherwise all such bids shall be rejected as non-responsive.
A margin of preference for eligible national suppliers shall be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents (soft copy) in English may be obtained by interested bidders on the submission of a written Application to the address below or through e-mail or by contacting UNDB or dgmarket. The bid documents are being distributed free of charge.
8. Interested bidders may submit for each lot or a combination of lots or all lots.
9. Bids must be delivered to the address given below on or before August 19, 2008, 13:00 hours. Electronic submission of bids shall not be permitted. Late bids shall be rejected. Bids shall be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at August 19, 2008, 13:30 hours. All bids must be accompanied by a Bid Security amount as specified above or an equivalent amount in a freely convertible currency.
